(NLDO) - Due to a previous conflict, Cao Van Hung (51 years old) bought gasoline and went to a coffee shop on Pham Van Dong Street (Hanoi) and set it on fire.

As reported by Nguoi Lao Dong Newspaper, the Hanoi City Police Department has initiated a criminal case and prosecuted the defendant Cao Van Hung (born in 1973), residing in Dai Mach Commune, Dong Anh District, Hanoi, for murder. Hung was determined to have poured gasoline on a row of motorbikes parked in front of the coffee shop at 258 Pham Van Dong Street, Co Nhue 2 Ward, Bac Tu Liem District, and then set them on fire.
Cao Van Hung's initial statement to the police showed that due to a previous conflict, at around 11 p.m. on December 18, he bought gasoline and took a taxi to a coffee shop on Pham Van Dong Street, poured gasoline on a row of motorbikes and set them on fire.
Just seconds after Hung lit the fire, the fire broke out, engulfing the entrance of the coffee shop, spreading quickly to the first floor and continuing to rise to the 2nd, 3rd, and 4th floors.
After the fire broke out, Cao Van Hung left.

By 11:40 p.m., the fire was under control. Authorities guided, assisted, and brought 7 people out (5 of whom were in stable condition, 2 were taken to the hospital for emergency care) and discovered 11 people had died.
Given the extremely serious nature of the incident, the Hanoi City Police Department has directed the professional departments of the City Police and the Bac Tu Liem District Police to urgently investigate and identify the person who poured gasoline to burn down the coffee shop as Cao Van Hung.
According to records, Cao Van Hung has two previous convictions for "Robbery" and "Theft of property".
The leader of the People's Committee of Dai Mach Commune, Dong Anh District, said that after receiving information about the suspect Cao Van Hung, the local authorities immediately started to verify his background that night. Information provided by local people and checks from the village showed that Hung was from another locality, occasionally returning to the commune to live with a woman. Hung did not register for temporary residence in the area.
"Hung was a 'drug addict' with the husband of a woman from Dai Mach commune. When her husband passed away, Hung had an affair with that woman. Sometimes the two of them went to the woman's mother's house in Dai Dong village to live" - the commune leader added.
Urgently overcome the consequences of the fire
On December 19, the Hanoi People's Committee issued Official Dispatch No. 4277 directing the resolution and overcoming of the consequences of the fire at the coffee shop at 258 Pham Van Dong, Co Nhue 2 Ward, Bac Tu Liem, Hanoi.
To promptly overcome the consequences of the fire, the Hanoi People's Committee assigned the Director of the City Police to preside over and coordinate with the Chairman of the People's Committee of Bac Tu Liem District and related units to focus on overcoming the consequences, urgently investigate, clarify the cause of the fire, clarify the responsibilities of organizations and individuals and handle according to the provisions of law.
The City People's Committee assigned the Director of the Department of Labor, Invalids and Social Affairs to coordinate with the Chairman of the People's Committee of Bac Tu Liem District and related units to visit, encourage, and provide material and spiritual support to the victim's family according to regulations.
Authorities rescue victims of the fire
The Director of the Hanoi Department of Education and Training organized visits and encouragement for the families of the victims who are students studying at the city's schools in a timely manner, according to regulations (if any).
The City also requested Directors of Departments, branches, and units: City Police, Health, and Bac Tu Liem District People's Committee, according to their assigned functions and tasks, to ensure environmental sanitation in the area where the fire occurred; report to the Chairman of the People's Committee to direct contents beyond their authority.
At the same time, the city also requires units to strengthen fire prevention and fighting measures, and propagate to people measures to ensure safety and prevent fires and explosions.
