The Investigation Police Agency - Hanoi City Police has issued a Decision to prosecute the case and prosecute Cao Van Hung (born in 1973; residing in Co Nhue 2 Ward, Bac Tu Liem District, Hanoi; currently residing in Dai Mach Commune, Dong Anh District, Hanoi; has 2 previous convictions for "robbery" and "theft of property") to investigate the act of "Murder". Cao Van Hung is the one who set fire to a coffee shop on Pham Van Dong Street (Hanoi), causing 11 deaths.

As reported by Nguoi Lao Dong Newspaper, at around 11:03 p.m. on December 18, Call Center 114 of the Hanoi City Police Command Information Center received a report of a fire at a coffee shop at 258 Pham Van Dong, Co Nhue 2 Ward, Bac Tu Liem District.

The City Police mobilized the Fire Prevention and Fighting Police force of the City Police and the Police of the districts: Bac Tu Liem, Nam Tu Liem, Cau Giay, Thanh Xuan, Tay Ho to the scene, coordinating with the authorities and local people to organize fire fighting, rescue and relief.

By 11:40 p.m. the same day, the fire was under control. Authorities guided and assisted 5 people to escape (4 injured people were being treated at the hospital) and discovered 11 people had died.

Given the seriousness of the incident, the Director of Hanoi City Police Department has directed professional units to urgently investigate and clarify the cause of the fire. At around 0:00 on December 19, the City Police arrested the person who set fire to the coffee shop, Cao Van Hung.

Initially, Hung confessed to the Investigation Agency that on the evening of December 18, the suspect went to the bar to drink beer and then had a conflict with another group of customers. Afterwards, Hung was beaten by this group with his hands and feet. Angry, Hung called a taxi to Co Nhue market to buy a plastic bucket and then took it to buy gasoline.

At around 11pm the same day, Hung returned to the coffee shop and poured gasoline into the shop, then lit a fire. The fire flared up fiercely, catching motorbikes and belongings on the first floor, blocking the entrance, preventing people inside from going out through the main door and having to run to the upper floors, resulting in 11 deaths and 4 injuries. Cao Van Hung was later arrested by the police.

The City Police Director has directed the City Police Investigation Agency to coordinate with relevant units to continue to coordinate with the subjects to strictly handle them according to regulations and verify and clarify the identities of the victims.

At the same time, directing relevant units, Bac Tu Liem District Police to coordinate with City Departments, branches and sectors to visit, encourage and support the families of the victims and urgently overcome the consequences of the fire.
