Accordingly, the highest military rank for military officer positions is prescribed as follows:
(1) General:
- Minister of Defense;
- Chief of the General Staff; Director of the General Political Department;
(2) Lieutenant General, Navy Admiral:
- The Deputy Minister of National Defense has the highest military rank of Senior Lieutenant General, Admiral of the Navy not exceeding six;
- Deputy Chief of the General Staff, Deputy Director of the General Department of Politics: each position has the highest military rank of Senior Lieutenant General, not more than three;
- Director, Political Commissar of National Defense Academy;
(3) Lieutenant General, Vice Admiral of the Navy:
- Commander, Political Commissar: Military Region, Military Service, Border Guard; Director of General Department, Director General, Political Commissar of General Department; Head of Government Cipher Committee;
- Commander, Political Commissar of the Command: Hanoi Capital, Ho Chi Minh City, Vietnam Coast Guard;
- Directors and Political Commissars of academies: Army, Politics, Military Engineering, Logistics, Military Medicine;
- Principals and Political Commissars of officer schools: Army I, Army II, Politics;
- The Deputy Director of the National Defense Academy with the highest military rank of Lieutenant General is no more than three; the Deputy Political Commissar of the National Defense Academy with the highest military rank of Lieutenant General is one;
- Directors of the departments: Operations, Military Training, Military Forces, Militia and Self-Defense Forces, Organization, Personnel, Propaganda, Schools, Electronic Warfare, Information Technology, Rescue - Search and Rescue, Foreign Affairs;
- Chief Inspector of the Ministry of National Defense; Chief Justice of the Central Military Court is Deputy Chief Justice of the Supreme People's Court; Chief Prosecutor of the Central Military Procuracy is Deputy Chief Prosecutor of the Supreme People's Procuracy;
- Chief of Office of the Central Military Commission - Office of the Ministry of National Defense;
- Director of the Institute of Defense Strategy;
- Director of 108 Military Central Hospital;
(4) Major General, Rear Admiral of the Navy:
- Commander, Political Commissar: Army Corps, Service Branch, Navy Region, Coast Guard Region;
- Directors of the following departments: Military Security Protection, Military Science, Finance, Planning and Investment, Military Medicine, Criminal Investigation, Standards - Measurement - Quality, Civil Affairs, Policy, Economy, Cryptography, Barracks, Technology Management, Maps, Military Supplies, Petroleum, Transportation, Weapons, Vehicles - Machinery, Arms Engineering, Training - Education, Army Air Defense, Reconnaissance, Drug Prevention, Cryptographic Technical Management; departments 11, 12, 16, 25 and 71;
- Director: Institute of Military Science and Technology, Vietnam Military History Institute, Institute 26, Institute 70;
- Directors and Political Commissars of academies: Air Defense - Air Force, Navy, Border Guard, Military Science;
- Director of Cryptography Engineering Academy;
- Commanders of the Defense - Economic Corps: 11, 12, 15, 16 and 18;
- Commander, Political Commissar of the Ho Chi Minh Mausoleum Protection Command;
- Political Commissar: Military Region, Service, Border Guard, National Defense Academy, General Staff, General Department of Logistics, General Department of Engineering, General Department of Defense Industry, General Department II; Director of the Political Department under the General Department of Politics;
- A Deputy Chief of Staff is the Secretary or Deputy Secretary of the Party Committee of the General Staff of the Military Region, Military Service, or Border Guard;
- A Deputy Political Commissar is the Secretary or Deputy Secretary of the Party Committee of the Political Department of the Military Region, Military Service, and Border Guard;
- Editor-in-Chief of People's Army Newspaper, Editor-in-Chief of National Defense Magazine;
- Director of the Military Radio and Television Center;
- General Director, one Deputy General Director is Party Secretary of Military Telecommunications Group;
- General Director of Vietnam - Russia Tropical Center;
- Director: Hospital 175, Hospital 103, Military Traditional Medicine Institute, National Burn Institute;
- Head of departments of the National Defense Academy: Marxist-Leninist theory; Party work, political work; Strategy; Campaign;
- Assistant to the Minister of National Defense, Director of the Legal Department, Chief of the General Staff Office, Chief of the General Political Department Office;
- The deputy position of the chief at (3) has the highest military rank of Major General, the number is as follows:
+ The Political Commissar is one;
+ Of the Director of the General Department, Director General, Commander of the Military Region, no more than four;
+ Of the Commander of the Military Service, not more than six;
+ Of the Border Guard Commander not exceeding five years;
+ Of the Director of the Department of Operations, Department of Military Training, no more than three;
+ Of the Directors of the Army Academy, Political Academy, Military Technical Academy, Logistics Academy, Military Medical Academy, not more than three;
+ Of the Principals of Army Officer School I, Army Officer School II, and Political Officer School, no more than three;
+ Of the Head of the Government Cipher Committee, Commander of the Hanoi Capital Command, Commander of the Ho Chi Minh City Command, Commander of the Vietnam Coast Guard Command, Chief Inspector of the Ministry of National Defense, no more than three;
+ Of the Director of the Military Department, the Militia and Self-Defense Department, the Organization Department, the Personnel Department, the Propaganda Department, the School Department, the Electronic Warfare Department, the Information Technology Department, the Rescue and Relief Department, the Foreign Affairs Department, the Chief Justice of the Central Military Court, the Chief of the Central Military Procuracy, the Chief of the Central Military Commission Office - Office of the Ministry of National Defense, the Director of the Institute of National Defense Strategy, no more than two;
+ The Director of 108 Central Military Hospital is one;
(5) Colonel:
- Division Commander, Political Commissar of Division; Commander, Political Commissar of Provincial Military Command; Commander, Political Commissar of Provincial Border Guard Command;
- Brigade Commander, Brigade Political Commissar;
(6) Lieutenant Colonel: Regiment Commander, Regimental Commissar; Commander, Political Commissar of District Military Command;
(7) Lieutenant Colonel: Battalion Commander, Battalion Political Commissar;
(8) Major: Company Commander, Company Political Commissar;
(9) Captain: Platoon leader.
Note: The Deputy Director and full-time member of the Central Military Commission's Inspection Commission with the rank of general shall comply with the regulations of the competent authority.
Seconded People's Army officers are Standing Members of the National Assembly's Committee on National Defense and Security or are appointed to the position of General Director or equivalent with the highest military rank of Major General;
A People's Army officer seconded to the position of Deputy Chairman of the National Defense and Security Committee of the National Assembly or appointed to the position of Deputy Minister or equivalent has the highest military rank of Lieutenant General;
Seconded People's Army officers with higher positions are promoted to general rank according to regulations of competent authorities.
