At the regular Government meeting, the Prime Minister said that while performing regular tasks, he will continue to reorganize the apparatus and prepare to reorganize local administrative boundaries according to the direction of the Politburo.


On the morning of March 5, 2025, Prime Minister Pham Minh Chinh chaired the regular Government meeting for February.

In his opening speech, Prime Minister Pham Minh Chinh said that at this time, there is a lot of work, while the world situation is changing rapidly, complicatedly and unpredictably.

In particular, strategic competition is increasingly fierce; some countries adjust trade policies, especially tax policies, affecting import and export, global supply and demand; the world economy is still facing difficulties and recovering slowly.

Domestically, we must both carry out and complete regular tasks; and focus on continuing to reorganize the apparatus in the spirit of Resolution 18, and prepare to reorganize local administrative boundaries in the spirit of the latest direction of the Politburo.

Another task is to promote economic growth with the target of reaching 8% or more in 2025; implement Resolution 57 of the Politburo on science and technology, innovation, digital transformation; organize major national holidays...

The Prime Minister affirmed that our country still maintains macroeconomic stability, controls inflation, promotes growth, ensures major balances of the economy; ensures social security, improves people's material and spiritual life; stabilizes politics and society, strengthens national defense and security, and strengthens foreign affairs.

However, the head of the Government noted that we must not be negligent, subjective, or lose vigilance because of external developments, especially the weak recovery of the world economy, while Vietnam is a developing country, an economy in transition, with a modest economic scale, large openness, and limited resilience to external shocks.

Therefore, the Prime Minister requested Government members and delegates to focus on closely assessing the socio-economic situation, emerging issues in February and the first two months of the year; good and bad points; causes and lessons learned in the implementation process both at the central and local levels.

Along with that, we will assess and analyze the context and situation in March and the coming time, what is noteworthy; emerging issues and Vietnam's policies to continue maintaining macroeconomic stability, promoting growth, and controlling inflation.

The Prime Minister noted that, along with performing regular tasks well, it is necessary to monitor, grasp the situation, and adapt flexibly and effectively to arising issues.

In particular, the Prime Minister asked delegates to propose key leadership, direction and management priorities in the coming time so that by 2025, growth must be at least 8%, making an important contribution to the successful implementation of the 5-year Socio-Economic Development Plan 2021 - 2025. From there, create momentum, create force, create foundation, create new spirit for the country to firmly step into a new era, an era of self-improvement...

The Prime Minister mentioned a number of specific issues that need attention in direction and management, such as the rice market situation, monetary policy, fiscal policy, interest rate management, public investment disbursement, tax issues, fees and charges to support businesses, etc.

According to Conclusion No. 127-KL/TW dated February 28, 2025, the Politburo and the Secretariat assigned the Government Party Committee to preside over and coordinate with the Central Organizing Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, central mass organizations and relevant agencies to study and develop a project to merge a number of provincial-level administrative units, not organize at the district level, and continue to merge commune-level administrative units.

The Politburo and the Secretariat also requested to temporarily suspend the organization of Party Congresses at the commune and district levels. After the 11th Conference of the Party Central Committee, the Politburo will have specific instructions and guidance.

On March 4, 2025, National Assembly Chairman Tran Thanh Man assigned the Vice Chairmen of the National Assembly to urgently direct the study of amendments to the Constitution and relevant laws to arrange and streamline the apparatus according to Conclusion No. 127-KL/TW of the Politburo.
