By 2045, implement the English as a second language program for all preschool children (including nursery and kindergarten groups).

For general education, by 2035, strive for all general education students to learn English as a second language (from grades 1 to 12) and implement it at levels 1, 2, 3; by 2045 at levels 4, 5, 6.
