These days, the current status of the projects Bach Dat Urban Area, Urban Area No. 7B expansion, Hera Complex Riverside Urban Area (invested by Bach Dat An Joint Stock Company) related to the largest land dispute in the Central region is the scene of flooded land, next to overgrown trees and grass, making many customers feel heartbroken.

Regarding these 3 projects, the People's Committee of Quang Nam province has adjusted the progress, agreeing to extend the deadline until the end of June 2025 to complete compensation and site clearance; and until the end of December 2025 to complete the implementation of the projects, accept and hand over the projects for exploitation and use.

According to records at 3 projects, the unfinished infrastructure and overgrown grass are becoming ideal places for people to graze cows. In 2017, Bach Dat An Joint Stock Company signed a contract to assign Hoang Nhat Nam Investment Joint Stock Company to distribute nearly 1,000 plots of land in 3 projects: 7B urban area expansion, Hera Complex Riverside and Bach Dat. After that, the 2 companies had a dispute and took each other to court. Although there were court decisions, the process of enforcing the judgment to pay benefits to about 1,000 customers encountered difficulties because the investor did not fulfill related obligations.

According to the investor's report, the Hera Complex Riverside project still has 39 households (of which 29 households have not signed to receive the 2017 advance payment). The households that have not signed the documents mainly support crops, are stuck in legal procedures because the recipient of the support has passed away and cannot be contacted. 29 households require support outside the plan with a large amount of money, re-granting of residential land...

The infrastructure of Bach Dat Urban Area project area is still unfinished and has been left unused for many years.

Local people hope that the projects will be implemented soon and completed completely so that the infrastructure and roads for people in the area will be clean, safe, and not flooded in the rainy season or dusty in the dry season.

Machinery and vehicles left unused at the Bach Dat project for a long time have begun to rust and break down.

Similarly, at the 7B expansion project, there is also stagnant water, unfinished infrastructure, and grass growing along the land. According to the investor's report, there are still 46 households in the project's land clearance (6 households have not signed to receive the advance payment in 2017). The households that have not signed the documents mainly support crops, and are stuck in legal procedures because the recipient of the support has passed away and cannot be contacted.

Allowing the project extension, the People's Committee of Quang Nam province also requested Bach Dat An Joint Stock Company to coordinate and work with the People's Committee of Dien Ban town to review and evaluate the ability to carry out compensation and site clearance for the remaining area of ​​the 3 projects.

In case the remaining area is urban framework infrastructure, connecting traffic infrastructure, apply all measures to completely resolve compensation and site clearance work, ensuring synchronous connection with the common infrastructure of the area. In case it is not possible to continue site clearance, not within the scope of investment in urban framework infrastructure, connecting traffic infrastructure, organize an assessment of the planning implementation status, prepare documents, procedures to report to competent authorities for consideration, and give opinions on adjusting the detailed planning (1/500).

The shabby scene, stagnant water, and overgrown grass throughout the 3 projects made customers who bought land at the 3 projects feel heartbroken. The People's Committee of Quang Nam province also requested the project investor to develop a specific plan and roadmap to implement the projects to ensure the progress adjusted by the competent authority. This roadmap must be sent to the competent authority to serve as a basis for managing the progress and monitoring the implementation of the project according to regulations.

The dispute between the investor and the distributor has lasted for many years, causing nearly 1,000 land buyers in the 3 projects of 7B urban area expansion, Hera Complex Riverside and Bach Dat to suffer for many years to claim their rights. Until now, everything has not come to an end, customers still have to wait for the problems to be resolved before they can get their red books.
