Prioritize the development of Ngoc Linh ginseng and medicinal herbs
Deputy Prime Minister Le Thanh Long signed Decision No. 463/QD-TTg dated February 28, 2025 approving the Project "Developing and forming a medicinal plant industry center in Quang Nam province with Ngoc Linh ginseng as the main crop".
The objective of the Project is to synchronously develop medicinal material areas and processing, production, business, scientific research systems... to gradually turn Quang Nam province into the center of the medicinal material industry of the whole country; promote the potential of the national product Ngoc Linh ginseng and medicinal materials with strengths in the area, contributing to turning Vietnam's medicinal material industry into a commodity production industry with high economic value.

In the period 2025 - 2035, the Project aims to maintain and develop suitable raw material areas; prioritize the development of Ngoc Linh ginseng and medicinal herbs with advantages and economic value, with a consumer market and suitable for the ecology of each locality.
Forming and developing a chain linking seed production, cultivation, processing, manufacturing, and consumption of medicinal products in compliance with the principles and standards of good practice in cultivation and collection of medicinal plants of the World Health Organization (GACP-WHO).
Before 2030, complete land use planning, related planning, determine the site, gradually invest in building infrastructure for the medicinal plant industry center in industrial parks in Quang Nam province, initially focusing on Chu Lai Open Economic Zone; upgrade and complete infrastructure and regional traffic connections, creating favorable conditions for development and attracting investment in the medicinal plant industry.
In the period from 2036 to 2045, complete a synchronous and modern infrastructure system to meet the requirements of the local medicinal industry; diversify medicinal products and products from medicinal materials with Ngoc Linh ginseng as the main product, with quality meeting domestic consumption requirements and participating in the global medicinal industry value chain, with many export products of high economic value.
Based on reviewing legal regulations, approved programs, projects and schemes related to medicinal plant development (such as the Vietnamese ginseng development program, the national pharmaceutical development strategy, the domestic industrial development program, the pharmaceutical chemical industry development program, etc.), the Project proposes to synchronously deploy a system of tasks and solutions, including: Building institutions and policies, completing plans, promoting investment attraction, building and developing medicinal plant cultivation, scientific research, technology transfer, advertising and trade promotion.
Forming a chain linking cultivation, preliminary processing and medicinal herb processing
Regarding policies and institutions: Enterprises, investors, organizations and individuals involved are entitled to enjoy incentive, preferential and support mechanisms and policies according to current laws; review, research and promulgate appropriate policies and mechanisms in accordance with the characteristics and development requirements to form a medicinal plant industry center in Quang Nam province, including outstanding preferential mechanisms and policies to attract investment, especially in developing the national product Ngoc Linh ginseng and some fields with potential, strengths and development prospects.

Regarding the construction and development of growing areas: Developing medicinal plant growing areas, including Ngoc Linh ginseng as the main crop and other medicinal plants with strengths in Quang Nam province, Kon Tum province... according to the Provincial Planning approved by the Prime Minister; focusing on developing areas, applying advanced quality management processes in cultivating Ngoc Linh ginseng, other medicinal plants with strengths, grown on a large scale such as Morinda officinalis, Codonopsis pilosula, Purple cardamom...
Develop a network, form a chain linking cultivation, preliminary processing, and processing of medicinal herbs in Quang Nam province with neighboring provinces and cities and across the country. Focus on processing and deep processing in the central area of the medicinal herb industry in Quang Nam province.
Ensure requirements for conservation and development of Ngoc Linh ginseng varieties and genetic resources and other medicinal herbs; strictly control the quality of Ngoc Linh ginseng varieties and other medicinal herbs; provide appropriate support and promote the application of advanced quality management processes for medicinal herb cultivation and development activities.
