Through exchange and cooperation with Seongdong district ( Seoul capital , Korea ) , Tuy Hoa city has gained more experience in operating smart cities and green cities , while promoting trade to export local seafood specialties to the Korean market .
Tuy Hoa City and Seongdong District cooperate in the spirit of comprehensive strategic partnership between the two countries Vietnam and Korea.
13 years of cooperation journey
In 2012, Tuy Hoa City and Seongdong District signed a memorandum of understanding on cooperation and exchange, officially laying the foundation for the relationship between the two localities. Since then, this relationship has left many marks. In 2014, Tuy Hoa - Seongdong Friendship Kindergarten was put into use. In 2019, the two sides signed an agreement to strengthen the friendship and cooperation between the two localities, bringing the relationship into a new stage of development. In 2024, a delegation of Seongdong District businesses came to learn about tuna fishing and seafood export activities in Tuy Hoa City.
According to Tuy Hoa City People's Committee, Tuy Hoa - Seongdong Friendship Kindergarten started construction in 2012, on an area of 1,300m2 with a total cost of 1.4 billion VND. Of which, Seongdong district sponsored 800 million VND, the rest was local counterpart capital. Recently, Seongdong district continued to donate 80 million VND to the school's operating fund. During the cooperation period from 2012-2019, the two localities focused on maintaining the relationship, creating an understanding of the cultural traditions of the two countries. By 2019, the two sides strengthened their cooperation, in which the agreement focused on cooperation in areas of mutual interest including: tourism, construction, public transport...; in the spirit of exchanging experiences, sharing information associated with meetings upon request.
After the Tuy Hoa City delegation's visit to Seongdong District, in 2024-2025, Tuy Hoa City will receive 2 Korean seafood enterprises, Taewon Trade Company, Pungny-eon-Chuksan Company and Seongdong District delegation to Tuy Hoa, Phu Yen to learn about seafood processing activities associated with tuna - a local specialty. Korean enterprises will directly visit Ba Hai Joint Stock Company, Trang Thuy Seafood Company Limited and Hong Ngoc Seafood Company Limited to learn, thereby creating a premise to promote seafood exports in the coming time.
Having visited Tuy Hoa four times as the District Chief of Seongdong District, Mr. Chong Won-O said: Coming to Tuy Hoa 10 years ago, then 6 years ago and today, I really see the rapid change of the city. This development is contributed by the aquatic resources, the long beautiful coastline and the appropriate policies of the government. I hope that this relationship will continue to be strengthened, creating a premise to promote cooperation between the two localities on the basis of mutual benefits.

Learn and grow together
As a member of the delegation visiting Seongdong District, Mr. Nguyen Khoa Khang, Head of the Economic, Infrastructure and Urban Affairs Department of Tuy Hoa City, shared: Coming to Seongdong District, I experienced the utilities of a smart city including the drainage system, bus shelters, smoking rooms... which are automatically operated with digital technology. This is a model that can be learned to serve the future development of Tuy Hoa City.
Seongdong District is located north of the Han River and is one of the central districts of Seoul. The outstanding achievement of this locality is the application of technology to smart urban development and building the district into a green space. Mr. Cao Dinh Huy, Chairman of Tuy Hoa City People's Committee, said: The Han River space is located in the heart of Seongdong District. Seongdong's orientation is to develop into a smart, green, sustainable urban area. These are similarities that Tuy Hoa City can learn from to turn Tuy Hoa into a developed urban area along the Ba River. Notably, the entire space of Seongdong District is designed according to the 5-minute garden city model, meaning that the urban space is covered in green and people can access green space within 5 minutes from anywhere in the district.
“In the development plan, Tuy Hoa City increases the green color of public spaces, prioritizes land for parks and green public works, brings forests to the city, and connects the Ba River with the development of the urban core. The city is gradually managing and operating with digital technology... All of these are concretized by the Project to plant 2 million trees in Tuy Hoa City, putting the Smart Urban Operations Center into operation... Tuy Hoa City has just been recognized by the Association of Vietnamese Cities as a green, clean, and beautiful city. This is a recognition of the city's efforts in the process of making Tuy Hoa a sustainable urban area", Mr. Cao Dinh Huy informed.
