Ministry of National Defense consults local military organizations when reducing provincial level and eliminating district level

(NLDO) - The Ministry of National Defense assigned agencies and units to research and propose plans for organizing local military forces when reducing administrative units.


On March 20, General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense, chaired a conference to collect opinions on local military organization when there is no district-level administrative unit. Attending the conference were former leaders of the Party, State, and Ministry of National Defense.

Speaking at the conference, General Phan Van Giang said that on January 17, 2022, the Politburo issued Resolution No. 5 on the organization of the Vietnam People's Army for the period 2021 - 2030 and the following years. Up to now, the organization of the Army has been adjusted to be more streamlined, compact, and strong; the organizational structure between components and forces is synchronous, reasonable, and suitable to the nature of the tasks; intermediate organizations are reduced, the number of troops is reduced, and functions and tasks are clear.

Currently, the cause of building and defending the Fatherland is facing a new historical stage. The Politburo and the Secretariat have proposed to report to the Central Committee to decide on adjusting the organizational structure of the political system and administrative boundaries throughout the country.

General Phan Van Giang assessed that this is a major and consistent policy of the Party and State to meet the requirements of building, protecting and developing the country in the new era. Along with that, the national defense arrangement, the organization of the Army, focusing on the local military organization, needs to be studied and adjusted appropriately to meet the task of strengthening national defense, protecting the Fatherland, and integrating with the overall development of the country.

On February 14, 2025, the Politburo and the Secretariat issued Conclusion No. 126, assigning the Central Military Commission to preside over and coordinate with the Central Organization Committee, the Government Party Committee, the National Assembly Party Committee, and relevant Party committees and organizations to study the orientation for continuing to reorganize the Army. Including organizing district-level military agencies, proposing to supplement and amend relevant Party policies and mechanisms, and State laws to report to the Politburo in the third quarter of 2025.

On February 28, 2025, the Politburo and the Secretariat issued Conclusion No. 127, clearly guiding the organization of local governments at two levels (province and commune); requesting the Central Military Commission to implement the contents specified in Conclusion 126 and report to the Politburo and the Secretariat before March 27, 2025 according to the general progress of the whole country, the time shortened by one quarter.

According to General Phan Van Giang, with the spirit of urgency, seriousness, science, caution, and certainty, the Central Military Commission Standing Committee and the Ministry of National Defense have proactively oriented and assigned tasks to agencies and units to research and propose plans for local military organization when reducing provincial and commune-level administrative units and abolishing the district level. The requirement for research and proposal of plans for local military organization must come from the practical tasks of protecting the Fatherland in the current situation; the strategic guidelines of the Party and State on military and national defense; inheriting the quintessence of military art, the historical tradition of building military forces, fighting and defending the country of the nation; the practical experience of wars and conflicts in the world and in the region, especially new developments in forms and methods of warfare in recent times.

At the Conference, delegates focused on discussing and giving opinions on the Project; analyzing and clarifying the local military organization model and issues on guidelines, policies and laws directly related to the construction and implementation of tasks of the local military system.

After the conference, the Central Military Commission and the Ministry of National Defense continued to study and supplement the content of the Project and complete the report to the Government to submit to the Politburo; assigned the General Staff to coordinate with the General Department of Politics to do a good job of propaganda and education; personnel and policy work, ensuring consensus and unity throughout the army.
