Specifically, the investigation conclusion stated that at the end of 2016, Nguyen Van Hau met Ms. Hoang Thi Thuy Lan to ask for help with a number of projects in the province.

At Ms. Lan's office, the two sides discussed a number of projects in the province that were behind schedule, overdue, and subject to revocation, including the Vinh Tuong District Wholesale Market project (invested by Song Hong Thang Long Company) and agreed that Hau would buy back shares of Song Hong Thang Long Company to continue implementing the project.

After that, Ms. Hoang Thi Thuy Lan discussed with some leaders of the Provincial People's Committee to create conditions for Hau "Phao" to continue implementing this project. After being created conditions, Hau confessed that he directly or directed his staff to give money to Ms. Lan with a total amount of 30 billion VND and 1 million USD. Meanwhile, Ms. Hoang Thi Thuy Lan confessed that she only received a total of 10 billion VND and 500,000 USD from Hau.

Specifically, according to Ms. Lan's testimony, the first time was in mid-2017, Hau made an appointment to meet Ms. Lan at Ms. Lan's office and said "I thank you very much for creating conditions for my company to carry out the project in my home province, I have a little gift to thank you, I will send it to Mr. Quang (Do Ngoc Quang, Deputy Chief of Office of Vinh Phuc Provincial Party Committee)". When Hau 'Phao' returned, Do Ngoc Quang gave Ms. Lan a suitcase containing 5 billion VND.

However, Hau 'Phao''s testimony stated that Hau gave Ms. Lan 20 billion VND.

The second time around March 2021, Ms. Lan stated that Hau 'Phao' came to her private home, carrying a gift bag and said, "I thank you very much for creating conditions for the business and Phuc Son Company is very lucky to have the help of you and the provincial leaders, I promise to try my best for the development of the province." When Hau 'Phao' returned, Ms. Lan opened the gift bag and found a bottle of wine, a box of cakes and 500,000 USD.

Different from Ms. Lan's statement above, Hau stated the second time that he gave Ms. Lan 1 million USD.

The third time, in early 2022, Ms. Lan stated that Hau "Phao" contacted her and said, "I have a little gift for the New Year because I was too busy during Tet to visit you." After that, Hau went to Ms. Lan's house, carrying a gift bag containing functional foods and 5 billion VND.

However, the third time Hau confessed to giving Lan 10 billion VND.

During the investigation, the Ministry of Public Security took statements to clarify the above contradiction.

According to the conclusion, Nguyen Thi Hang is the Deputy General Director in charge of the financial sector, in charge of the revenue and expenditure of Phuc Son Group. When Logistics needs money, Hang will spend money, record it and give it to Hang's accountant and secretary to enter into the computer for monitoring.

Around mid-2017, under Hau's direction, Hang prepared 20 billion VND, including 20 bundles of 500,000 VND bills, put them in a suitcase and gave them to Hau.

The investigation agency confirmed that this statement is consistent with Hau's statement about giving Ms. Lan 20 billion VND in June 2017.

Then, whenever she needed USD, Hang and her driver, Le Xuan Tuan, went to Cau Giay area (Hanoi) to buy USD, sometimes buying 1 million USD, sometimes buying 500,000 USD.

This female defendant stated that when Hau needed 500,000 USD, she would put it in a black plastic bag, and when Hau needed 1 million USD, she would put it in 2 bags and give it to Tuan to bring to Hau, or Hau would ask Chinh (Hau's driver) to come and receive it.

What Hau used the money for, Hang said she did not know. But Hang's computer data recorded that Hau asked Hang to prepare 1 million USD on March 19, 2021.

At that time, Hang took 24 billion VND from Phuc Son Group's money source, then went to a gold shop in Cau Giay to buy 1 million USD. Hang put the money in 2 plastic bags and asked Tuan to transfer them to Hau.

In the computer, the accountant of Phuc Son Group entered the content: "On March 19, 2021, the payment was given to the Boss (converted to 1 million USD x 23,980)".

The investigation agency determined that this testimony and content were consistent with Hau "Phao"'s confession about giving 1 million USD to Ms. Lan on March 19, 2021.

The investigation agency took additional statements from related people, including Hoang Thi Tuyet Hanh, Accountant of Phuc Son Group.

Thereby, it was determined that Hanh's testimony was consistent with Nguyen Thi Hang's testimony above. Hanh confirmed that the payment to the Boss entered by Hanh on the computer data was for Nguyen Van Hau.

According to the investigation conclusion, Ms. Hoang Thi Thuy Lan was accused of receiving 1 million USD and 25 billion VND from Hau "Phao".

Mr. Le Duy Thanh paid more than the actual amount received.

According to the investigation conclusion, Nguyen Van Hau gave Mr. Le Duy Thanh (former Chairman of Vinh Phuc Provincial People's Committee) a total of 1.3 million USD and 20 billion VND 4 times.

Specifically, the first time at the end of 2020, Hau met Mr. Thanh at the office of Vinh Phuc Provincial People's Committee, asking Mr. Thanh to adjust the planning of the Wholesale Market project in the direction of moving the parking lot deep inside to use this land as a Shophouse for sale, reducing the area of ​​the kiosks from thousands of square meters to 300 square meters to 500 square meters.

Mr. Le Duy Thanh agreed and told Hau "let me take charge". During the discussion, Mr. Thanh told Hau "Phao" that he wanted to buy several plots of land on the project road and asked Hau to sell them for him.

Understanding that Mr. Thanh wanted to receive cash equivalent to the value of the land lots, in mid-March 2021, Hau asked his sister to prepare 1 million USD. On the morning of March 15, 2021, the Chairman of Phuc Son Group contacted Mr. Thanh to arrange a meeting, bringing 800,000 USD to the office to give to Mr. Thanh.

Second time: In March 2021, Hau "Phao" directed his sister Nguyen Thi Hang to prepare 500,000 USD and gave it to Le Xuan Tuan (Hang's driver) to bring to Hau's house. Hau told Chinh (Hau's personal driver) to transfer the money into the car and take Hau to Mr. Thanh's house.

Third time: In March 2023, Hau called via Viber to meet Mr. Le Duy Thanh at Mr. Thanh's private home. Hau prepared 10 billion VND himself, asked the driver to put it in the car and take Hau to Mr. Thanh's private home.

In connection with the case, the police seized a huge amount of assets. During the investigation, the defendants paid more than 118 billion VND and 900,000 USD to remedy the consequences.

In which, defendant Le Duy Thanh voluntarily returned the money to remedy the consequences (the total amount paid and seized was 25.5 billion VND and 1.63 million USD, larger than the bribe amount of 20 billion VND and 1.3 million USD).
