Over the past years, the Central Public Security Party Committee and the Hai Phong City Party Committee have regularly coordinated and unified in leading and directing the implementation of the task of ensuring security and order (SOC) and building the People's Public Security force associated with economic, cultural and social development, achieving many positive and important results.

Notably, in the field of ensuring security and order, fighting and preventing crime, the Central Public Security Party Committee and the Hai Phong City Party Committee always pay attention to leading, directing and mobilizing the combined strength of the entire political system to participate in protecting security and order, the political security situation in the city is maintained and stable. Directing the synchronous and comprehensive implementation of solutions to prevent and combat crime and drug abuse; focusing on controlling, preventing, arresting and thoroughly handling, and stopping the "supply" of drugs into the city. In particular, Hai Phong is the first locality to implement the policy of a drug-free city.

Hai Phong has resolutely implemented many solutions to improve the investment and business environment, focusing on promoting administrative procedure reform, building e-government, and improving the quality of public services. On the basis of implementing the Government's Project 06 and ensuring that data is always "correct, sufficient, clean, and alive", it has contributed to helping Hai Phong maintain a high position in 4 important indexes: The provincial competitiveness index and administrative reform index for the period 2021 - 2023 are always in the top 3 provinces/cities nationwide; the provincial governance and public administration efficiency index for the period 2021 - 2023 is among the highest in the country; the satisfaction index of people and organizations with the service of state administrative agencies in 2021 ranked 2nd/63, in 2022 and 2023 ranked 10th/63 provinces and cities.

Hai Phong has synchronously and effectively deployed mass mobilization work, organized guidance, encouraged and motivated people to actively participate in building a mass movement to protect national security in key areas, routes and fields with complex security and order issues. Hai Phong is currently maintaining 628 models, building 98 new models of the mass movement to protect national security, and replicating 14 models.

In the roadmap to build Hai Phong city without drug-related crimes, Deputy Minister Nguyen Duy Ngoc assessed that Hai Phong needs to be persistent, certain, and thoroughly researched, step by step building a model of drug-free wards, communes, and districts, then learn from experience before proceeding to build the entire city without drugs. Focus on consolidating and modernizing the commune and ward levels because this is the basic level, which is also the "fortress". The assignment of tasks and coordination between sectors must be very close. In particular, propaganda work must focus on each target group, area, and locality with appropriate forms.

Speaking at the meeting, Minister To Lam sincerely thanked the Hai Phong City Party Committee for its attention and coordination in leadership and direction in ensuring security and order and building the Hai Phong City Police force in recent times.

In the coming time, Minister To Lam suggested that Hai Phong continue to closely follow the goals, tasks and solutions of the Resolution of the 13th National Party Congress, Resolution No. 45 dated January 24, 2019 of the Politburo on building and developing Hai Phong city to 2030, with a vision to 2045. Continue to promote Party building, Party rectification and the political system to be truly clean and strong in all aspects; resolutely implement administrative reform measures, build an open, transparent, equal, accessible, low-cost and stable investment and business environment, ensuring the safety of investors' assets. Closely combine rapid and sustainable economic development with cultural and human development; ensure social security, constantly improve social welfare, continue to narrow regional disparities and the gap between rich and poor.

In the work of ensuring security and order in Hai Phong city, Minister To Lam emphasized that the highest and most comprehensive goal is "in any situation, we must maintain a strategic initiative, firmly ensure security and order, not be passive or surprised, absolutely do not allow terrorism, sabotage, or disturbance of security and order to occur, ensure security and safety for the people, and serve socio-economic development; any place with risk must be immediately corrected". Paying special attention to crime prevention work in the direction of smoothly combining social prevention with professional prevention, Hai Phong city forces strive and are determined to achieve the goal of reducing crime in a fundamental and sustainable manner.

Regarding the issue of building Hai Phong city into a drug-free city, Minister To Lam said that this is a very difficult task, requiring many ministries, branches, levels, and forces with high determination to coordinate in implementing solutions, and there must be a specific roadmap.
