General Secretary To Lam signed and issued Regulation 262 amending and supplementing a number of articles in Regulation No. 22/2021 of the Party Central Committee on Party inspection, supervision and discipline work.
One of the notable contents of Regulation 262 is to amend and supplement regulations on the organizational structure and number of members of inspection committees at all levels.
According to Regulation 262, the number of members of the Central Inspection Commission is from 23 to 25 members (including 2 to 3 part-time members), of which no more than 1/3 are members of the Party Central Committee. Compared to Regulation 22/2021, the new regulation increases the number of full-time members by 4.

The new regulation also clearly states that the Standing Committee of the Central Inspection Commission includes the chairman and vice chairmen; the number of vice chairmen is decided by the Politburo.
Regulation 262 also removes the provisions on the Inspection Committee of the Party Committees of the Central agencies and central enterprises and adds provisions on the Inspection Committee of the Party Committees of the Central Party agencies, the Government Party Committee, the National Assembly Party Committee, the Vietnam Fatherland Front Party Committee, and central mass organizations.
The Inspection Committees of these agencies have from 9 to 11 members. The Inspection Committee of the Government Party Committee has from 11 to 13 members, including a number of part-time and full-time members. The head of the Inspection Committee is a deputy secretary or a part-time member of the Standing Committee of the Party Committee.
The content of control is the assets and income of both the husband and wife of the officer.
Another notable content of Regulation 262 is the addition of regulations on performing the task of controlling assets and income.
Accordingly, the subjects of asset and income control for party members are cadres under the management of the standing committee of the same-level party committee (not the secretary or deputy secretary of the same level) and party members are obliged to declare their assets and income from working in party agencies at the same level and lower levels according to regulations.
The content of control is the assets and income declared by party members and those with rights and obligations related to the assets and income of party members (wife or husband, minor children).
Regarding the authority to control assets and income, the inspection committee of the district-level Party Committee or higher has the authority to decide to verify the assets and income of Party members under the management of the Standing Committee of the Party Committee at the same level, and Party members are obliged to declare their assets and income when working in Party agencies at the same level and below according to regulations.
This agency verifies the truthfulness, completeness, and clarity of the declaration of assets and income; the origin and changes in assets and income of party members and persons with related rights and obligations (spouses and minor children of party members).

The new regulation also amends a content on the validity of disciplinary decisions. Specifically, disciplinary decisions and decisions to resolve disciplinary complaints against violating party organizations or party members must be delivered to the party organizations and party members for implementation. If a wider notice is needed, it will be decided by the Party Committee or Party organization with the authority to discipline party members.
The authority and responsibility for resolving disciplinary complaints have also been amended and supplemented. Specifically, for disciplinary measures decided by the Central Executive Committee, the Politburo, the Secretariat, and the Central Inspection Committee, the Central Executive Committee is the final level for resolving complaints.
Regarding the procedure for suspending party activities, regulation 262 amends, supplements and stipulates special cases, for cases under investigation, inspection, audit, and examination, where it is found that a party member has signs of personal responsibility or signs of serious violations, and if left in office, it will hinder the consideration and conclusion, then in addition to suspending party activities or suspending activities of the Party Committee, the competent Party organization shall decide to suspend the Party position that the party member is holding.
At the same time, assign responsibility to the Party Committee managing that Party member to direct state organizations, the Fatherland Front, and socio-political organizations to decide to suspend them from government and mass positions according to their authority.
