Comrade Thai Phuoc Loc, Chairman of the Provincial Cooperative Union, informed: the activities of the Provincial Cooperative Development Support Fund will not collect any fees in carrying out loan procedures; the activities of the Fund aim to help cooperatives directly access capital sources for production as well as to link with enterprises in the field of agricultural materials to invest in input materials for farmers and cooperative members... In particular, the Provincial Cooperative Development Support Fund helps cooperatives build effective production and business plans and solutions when borrowing and using capital sources.
Mr. Tran Van Cong, Chairman of the Board of Directors of Phu My Chau Agricultural Cooperative, Chau Thanh District, proposed that the Provincial Cooperative Development Support Fund implement loans in the form of contracts for agricultural products and materials through linkages.
The Provincial Cooperative Development Support Fund was established under Decision No. 2133/QD-UBND, dated November 26, 2015 of the People's Committee of Tra Vinh province and was reorganized and operated under Decision No. 505/QD-UBND, dated March 29, 2024 of the People's Committee of the province.
The initial charter capital is 20 billion VND. Loan objects: Cooperatives, Cooperative Unions, members of cooperative groups and cooperatives. The maximum loan term is 10 years (short-term loans are maximum 01 year; medium-term loans are maximum 05 years and long-term loans are maximum 10 years). The Fund's lending interest rate is 7.7%/year (equivalent to 0.64%/month).
At the workshop, delegates discussed and made some recommendations: when implementing loans based on credit or mortgage assets from cooperatives; the lending interest rate should be more preferential. When implementing loans, cooperatives receive loans directly or through signed agreements with production partners to supply input materials; purchase products...
Along with that, through the Fund's capital, it will facilitate the cooperative to proactively source capital in purchasing associated products from farmers and each member will have the conditions to focus on improving production efficiency...

Comrade Thai Phuoc Loc, Chairman of the Provincial Cooperative Union, directed: The Board of Directors of the Provincial Cooperative Development Support Fund must meet and approach each cooperative directly and provide consultation to the cooperative, with the motto of "hands-on support"; ensuring the most convenience for the cooperative, avoiding causing inconvenience and wasting time for the cooperative.
For the accounting role of cooperatives, advise the Board of Directors of the cooperative well to complete procedures and documents in a timely manner during the process of completing the dossier when accessing loans from the Fund; perform tax obligations in accordance with regulations...
