On the afternoon of February 27, at the Government headquarters, a Standing Government Conference took place to work with Vietnamese small and medium enterprises with the theme "Constructive State, Vietnamese small and medium enterprises make breakthroughs in the new era".

According to the Government Electronic Information Portal, at the Conference, through the opinions of the delegates, Minister of Finance Nguyen Van Thang focused on sharing issues that businesses and business associations are interested in.

The first issue is related to tax and fee policies. During the period when the world and Vietnam were affected by the COVID-19 pandemic from 2020 to present, the Ministry of Finance has advised, proposed, submitted to the Government and advised the Government to submit to the National Assembly on extending and reducing taxes, fees, charges, and land rents to support businesses and people.

Up to now, the budget for supporting businesses is about 900,000 billion VND. This is a very large number in the context of difficult budget.

In 2025, under the direction of the Prime Minister, the Ministry of Finance is continuing to research and propose policy solutions to support businesses. Many current policies are being extended.

Regarding the issue of reducing income tax for all small and medium enterprises, Chairman of the Vietnam Association of Small and Medium Enterprises Nguyen Van Than, the Ministry of Finance strongly agrees and supports the policy to support reducing income tax for all small and medium enterprises.

However, regarding specific levels, the Ministry of Finance will report and advise the Prime Minister and the Government.

Second issue, regarding administrative procedure reform, in 2024, the Ministry of Finance submitted to the Prime Minister many decisions to reduce and abolish administrative procedures.

In 2024, 64 administrative procedures were abolished and 54 administrative procedures were revised. In 2025, the Ministry of Finance strives to cut at least 30% of administrative procedures for businesses.

Another issue is the development of regulations related to the management of digital assets and digital currencies.

Currently, the Ministry of Finance is being assigned by the Prime Minister to develop a decree to manage crypto assets as well as digital assets to support and facilitate those in need, who can have a trading floor to conduct transactions of digital assets and crypto assets. The Ministry of Finance is actively implementing this content and will submit it to the authorities as soon as possible.

At the Conference, the Ministry of Finance also recommended that, in addition to the majority of small and medium-sized enterprises strictly complying with regulations on tax declaration and payment, there are still some enterprises that do not comply well, there is still a situation of tax evasion and tax fraud, affecting the reputation and image of small and medium-sized enterprises.

Minister of Finance Nguyen Van Thang requested the Vietnam Association of Small and Medium Enterprises to continue to promote and disseminate this issue to its members.

The tax sector is promoting digitalization in tax declaration and payment, so the Minister of Finance also requested small and medium enterprises to continue to cooperate and participate, in order to reduce administrative procedures, and together build a transparent business environment.
