(NLDO)- According to Minister of Public Security Luong Tam Quang, the activities of 694 district-level police officers and about 5,916 teams under district-level police officers will end.

Accordingly, Minister Luong Tam Quang said that compared to the previous arrangement and streamlining, the Public Security force will receive 5 task groups from ministries and branches, including: State management and implementation of aviation security; State management of network information security; State management of testing and granting of road motor vehicle driving licenses; State management of judicial records and implementation of public services to grant judicial records; State management of drug addiction treatment and post-drug addiction treatment management.
In addition, the Ministry of Public Security also received corporations to build a modern, dual-use security industry; arranged and streamlined the local police apparatus from 3 levels to 2 levels (no district-level police organization).
"Compared to previous times, this time the restructuring and streamlining of the Ministry of Public Security's apparatus was carried out synchronously with the summary of Resolution No. 18 of all levels and sectors, in a very short time. However, like previous times, there was a huge amount of work, carried out with great responsibility, solidarity and consensus of the entire force with the spirit of wholeheartedly serving the Fatherland, serving the people, daring to think, daring to do, daring to take responsibility, daring to sacrifice, all for the development of the country, for firmly ensuring security and order, for the peaceful and happy life of the people" - General Luong Tam Quang emphasized.
According to Minister Luong Tam Quang, in the process of summarizing Resolution No. 18, it was shown that the organization of the apparatus according to the 4 levels of the Public Security "Ministry is refined, province is strong, district is comprehensive, commune is close to the grassroots" needs to continue to be adjusted in the direction of reducing levels, reducing intermediate levels to be streamlined, strong, operate effectively, efficiently, and serve the people better. Accordingly, the Central Public Security Party Committee, the Ministry of Public Security reported and received approval from the Politburo and the Central Executive Committee on the policy of arranging the 4-level public security model into 3 levels, for local public security, the motto "province is strong, district is comprehensive, commune is close to the grassroots" is adjusted to "province is comprehensive; commune is strong, close to the grassroots". Provincial public security comprehensively resolves all security and order situations in the locality; commune public security is strengthened to be strong, close to the grassroots, resolving arising security and order issues from the beginning and at the grassroots.
"When the district-level police are not organized, the activities of 694 district-level police and about 5,916 teams under the district-level police will end. The arrangement and consolidation of the local police apparatus aims to change the operating mechanism, reduce the number of levels to improve the quality, effectiveness, efficiency of work, and quality of service to the people" - General Luong Tam Quang clearly stated.
Regarding personnel issues, the Minister of Public Security said that tens of thousands of officers and soldiers will be reassigned and rearranged in the direction of mobilizing, assigning, and increasing appropriate officers at provincial and communal police, with priority given to arranging and increasing officers at communal police, especially in areas with large areas, large populations, complicated security and order, difficult areas, remote areas. The policy of the Politburo is to maintain and ensure the staffing of the armed forces in the process of reorganizing the apparatus to meet the requirements and tasks in the new period; the Ministry of Public Security receives additional tasks from ministries and branches, so it does not encourage officers and soldiers to retire before their service age, while actively streamlining the staffing for cases of poor qualities and abilities.
Regarding the assessment of staff capacity and work efficiency, according to Minister Luong Tam Quang, it is measured by the quality and efficiency of security and order assurance work; people's satisfaction in implementing administrative procedures on security and order. In particular, with the new organizational model, national security will be firmly consolidated in all areas and fields, resolving early, remotely, from the grassroots all potential complex factors; crime will be reduced sustainably; people will live peacefully and happily in an increasingly orderly, disciplined, safe, and healthy society with increasingly improved service quality for the people.
According to General Luong Tam Quang, in the process of summarizing and proposing the policy of arranging the 3-level Public Security, he thoroughly assessed the tasks, carefully calculated the adjustment of the assignment and decentralization to ensure clarity, synchronization, continuity, no interruption of work, no leaving areas and fields vacant, no missing or losing tasks. Along with promoting the implementation of digital transformation, reforming administrative procedures in the Public Security sector and continuing to advise and promote the strong implementation of Project No. 06 in the direction of "promoting the reduction and elimination of unnecessary administrative procedures, changing the state of public service provision from "asking - giving" to "proactively" serving people and businesses; improving the quality of online public services throughout the process towards personalized digital services, regardless of administrative boundaries", with regular guidance and professional direction from provincial and ministerial-level public security to the commune level, there will basically be no significant difficulties or problems.
