The 20th session - The 10th Provincial People's Council unanimously approved the Resolution on the establishment of specialized agencies under the Provincial People's Committee.

Scene of the 20th Session (special session) - Provincial People's Council, term X.

(1) Establish the Department of Finance on the basis of merging the Department of Planning and Investment and the Department of Finance.

The Department of Finance has a Director, Deputy Directors (collectively referred to as the Department's leaders) and 07 specialized departments and equivalent units under the Department; 01 public service unit under the Department; other organizations: Tra Vinh Provincial Development Investment Fund (receiving the current status of Tra Vinh Provincial Development Investment Fund under the Provincial People's Committee).

After the establishment, the Department of Finance will have 75 civil servant positions (including the Department's leaders, including the Director and 06 Deputy Directors), 51 civil servant positions working at public service units and 07 contract workers according to Decree No. 111/2022/ND-CP. After the establishment, the Department of Finance will arrange, assign, and reduce the staff appropriately and in accordance with regulations;

(2) Establish the Department of Construction on the basis of merging the Department of Transport and the Department of Construction.

The Department of Construction has a Director, Deputy Directors (collectively referred to as Department leaders) and 08 specialized departments and equivalent units under the Department; 04 public service units under the Department.

After the establishment, the Department of Construction has 74 civil servant positions (including the Department's leaders, including the Director and 06 Deputy Directors), 09 officials in the administrative organization, 56 officials in public service units (including 25 officials receiving salaries from the state budget, 31 officials receiving salaries from career revenue sources), 10 contract workers according to Decree No. 111/2022/ND-CP. After the establishment, the Department of Construction will arrange, assign, and reduce the staff appropriately and in accordance with regulations;

Provincial People's Council delegates voted to pass the Resolution on the establishment of specialized agencies under the Provincial People's Committee.

(3) Establish the Department of Science and Technology on the basis of merging the Department of Information and Communications and the Department of Science and Technology.

The Department of Science and Technology has a Director, Deputy Directors (collectively referred to as the Department's leaders) and 05 specialized departments and equivalent units under the Department, and 01 public service unit directly under the Department.

After the establishment of the Department of Science and Technology, there are 47 civil servant positions (including the Department's leaders, including the Director and 05 Deputy Directors), 55 officials in public service units (including 40 officials receiving salaries from the state budget, 15 officials receiving salaries from career revenue), 08 contract workers according to Decree No. 111/2022/ND-CP. After the establishment, the Department of Science and Technology will arrange, assign, and reduce the staff appropriately and in accordance with regulations;

(4) Establish the Department of Agriculture and Environment on the basis of merging the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development.

The Department of Agriculture and Environment has a Director, Deputy Directors (collectively referred to as Department leaders) and 06 specialized departments and equivalent units under the Department; 05 Sub-departments under the Department; 07 public service units under the Department.

After the establishment, the Department of Agriculture and Environment has 154 civil servant positions (including the Department's leaders, including the Director and 07 Deputy Directors), 157 civil servant positions working in civil servant positions in administrative organizations and 20 contract workers according to Decree No. 111/2022/ND-CP at affiliated administrative organizations; there are 745 civil servant positions and contract workers working at affiliated public service units. After the establishment, the Department of Agriculture and Environment will arrange, assign, and reduce the staff appropriately and in accordance with regulations;

(5) Establish the Department of Home Affairs on the basis of merging the Department of Home Affairs and the Department of Labor, War Invalids and Social Affairs.

The Department of Home Affairs performs the functions and tasks of the current Department of Home Affairs and the state management function of labor, wages, employment, meritorious people, occupational safety and hygiene, social insurance, and gender equality from the Department of Labor - Invalids and Social Affairs; transfers the state management function of vocational education from the Department of Labor - Invalids and Social Affairs to the Department of Education and Training; transfers the state management function of social protection, children, and prevention and control of social evils (except for the state management task of drug addiction treatment and post-drug addiction treatment management transferred to the Provincial Police) from the Department of Labor - Invalids and Social Affairs to the Department of Health; transfers the state management task of poverty reduction from the Department of Labor - Invalids and Social Affairs to the Department of Agriculture and Environment.

Comrade Duong Hien Hai Dang, Provincial Party Committee member, Director of the Department of Home Affairs presented the draft Resolution on the establishment of specialized agencies under the People's Committee of Tra Vinh province.

The Department of Home Affairs has a Director, Deputy Directors (collectively referred to as Department leaders) and 07 specialized departments and equivalents under the Department; 02 public service units under the Department. After its establishment, the Department of Home Affairs has 66 civil servant positions (including Department leaders, including the Director and 05 Deputy Directors), 25 civil servant positions at affiliated public service units (including 12 positions receiving salaries from the revenue of the service unit), 12 contract workers according to Decree No. 111/2022/ND-CP, 16 quotas for performing unemployment insurance tasks (working at the Employment Service Center). After its establishment, the Department of Home Affairs will arrange, assign, and reduce the staff appropriately and in accordance with regulations.

For officials working at the Drug Rehabilitation Center (41 officials), the Department of Home Affairs shall receive and be responsible for reviewing, arranging appropriately or implementing policies and regimes according to current regulations and completing in 2025. After completing the arrangement or implementation of policies and regimes, the Department of Home Affairs shall submit to competent authorities for consideration of the use to ensure the implementation of the roadmap to reduce the number of employees receiving salaries from the budget;

(6) Establish the Department of Ethnic Minorities and Religions on the basis of the Provincial Ethnic Minorities Committee receiving additional functions, tasks, and organization of the state management apparatus on religion from the Department of Home Affairs.

The Department of Ethnic Minorities and Religions has a Director, Deputy Directors (collectively referred to as Department leaders) and 02 specialized departments and equivalents under the Department; Sub-departments and equivalents under the Department. After its establishment, the Department of Ethnic Minorities and Religions has 28 civil servant positions (including Department leaders, including the Director and 02 Deputy Directors), 02 contract workers according to Decree No. 111/2022/ND-CP. After its establishment, the Department of Ethnic Minorities and Religions will arrange, assign, and reduce its staff appropriately and in accordance with regulations.

The specialized agencies under the Provincial People's Committee are established with legal status, have their own seals, accounts, offices and officially come into operation from March 1, 2025. The specialized agencies under the Provincial People's Committee before the merger (old agencies) ceased operations until February 28, 2025.

The Provincial People's Council assigns the People's Committee of Tra Vinh province to organize the implementation; regulate the functions, tasks, powers and organizational structure of specialized agencies under the Provincial People's Committee in accordance with the provisions of law and in accordance with the actual situation of the locality. The Standing Committee, committees, delegations and delegates of the Provincial People's Council supervise the implementation of this resolution.
