Lam Dong, a mountainous province with its own economic characteristics and complex geography, has proactively implemented Resolution 18 early, with the determination to carry out strong reforms in the organizational apparatus, while ensuring flexibility in management. Although it has achieved certain results from the implementation of Resolution 18, this process has not been easy and has not been without difficulties and limitations. These difficulties and shortcomings always go hand in hand with progress and success.

DIFFICULTIES IN ORGANIZING THE APPARATUS

One of the biggest difficulties in implementing Resolution 18 in Lam Dong is the adjustment of the organizational structure, especially the merger of agencies and units in the government apparatus. Although the merger of administrative agencies is an important solution to streamline the apparatus, the implementation of the merger is not simple, especially in the actual conditions of Lam Dong which are in a very difficult period.

Lam Dong has a rather dispersed administrative structure, with many districts, cities and communes in remote areas, each with its own characteristics. The merger of agencies and units in localities can create disruption in the management work, reducing the efficiency of the government system for a certain period of time. Organizations such as departments and offices in districts, communes and towns, which already have their own operating characteristics, when merged, will encounter overlapping functions and tasks, leading to difficulties in implementing and solving daily work.

In addition, one of the prominent issues is that the workload of officials and civil servants increases significantly when agencies and units are downsized. This not only increases the workload but also easily leads to overwork, lack of specialization in each field, and reduces overall operational efficiency.

DIFFICULTIES IN TRAINING AND DEVELOPING STAFF

When streamlining the apparatus, improving the quality of the staff is always an important requirement. However, in Lam Dong, a mountainous province with a population and an economy that have not developed evenly, the selection and training of staff to meet the requirements of Resolution 18 faces many obstacles. Changing the organizational apparatus requires a staff that is flexible and ready to adapt to new organizational models.

But in reality, training and fostering a team of cadres with sufficient capacity and qualities to perform tasks in the new government apparatus is a big challenge. Lam Dong is facing a shortage of high-quality human resources, especially in remote communes and districts. The lack of highly qualified cadres and management capacity has directly affected the ability to implement policies and reforms. In addition, local cadres often lack experience in directing and operating in units after the merger. This leads to a situation where some cadres lack in-depth knowledge of their work areas and lack the ability to solve problems arising in the process of implementing common tasks of the government apparatus. This creates confusion in the operation, significantly affecting the effectiveness of political and social activities in the locality.

ISSUES IN FINANCIAL MANAGEMENT

An important factor in implementing Resolution 18 is that the reorganization of agencies and organizations must go hand in hand with reasonable financial management. However, financial issues in localities such as Lam Dong still face many difficulties. After the merger, administrative agencies need to have a reasonable budget allocation to maintain their operations. However, in the context of limited provincial budgets, the allocation of finance to agencies after the merger faces many shortcomings and limitations...

The limited budget situation also reduces the ability to implement socio-economic development programs, especially in rural and ethnic minority areas. Investment projects, infrastructure, or social security programs need to be fully financed but face difficulties when financial resources are not allocated properly or are cut during the process of streamlining the apparatus.

LIMITATIONS IN CONNECTION BETWEEN GOVERNMENT LEVELS

Although Resolution 18 aims to streamline the apparatus to improve the efficiency of government operations, in reality in Lam Dong, the connection between government levels in implementing tasks is still difficult. Merging administrative agencies does not mean that all departments in the government apparatus will operate smoothly and effectively.

When agencies are merged, the division of tasks and powers may not be really clear, leading to overlapping or lack of coordination between units. This not only reduces the effectiveness of direction and management but also causes difficulties in implementing socio-economic development tasks. In addition, some cadres may have difficulty adapting to new working processes, partly causing disruption in solving problems at the grassroots level.

Despite facing many difficulties and limitations in the process of implementing Resolution 18, Lam Dong is still continuing to strive to overcome challenges. Difficulties in organizing the apparatus, training staff, financial management and connecting between levels of government are inevitable issues in such a major reform process. These difficulties create valuable lessons on how to implement administrative reforms flexibly and effectively, thereby enhancing the capacity of the government apparatus and improving the quality of public services for the people. Lam Dong, with perseverance and creativity in finding solutions, will gradually overcome current difficulties and limitations and continue to be a typical model in implementing Resolution 18 in provinces and cities across the country.
