Accordingly, the Departments of Education and Training report on expected enrollment for grades 1 and 6 with the number of classrooms for first-grade students, enrollment targets, and the proportion of students studying 2 sessions/day.
For high schools and multi-level general schools under the Department, the schools are required to plan enrollment targets for grade 10, bilingual classes, integrated English classes, and specialized classes of specialized high schools.
For non-public high schools and multi-level general schools, in addition to data on enrollment targets, it is necessary to submit documents to prove the conditions of facilities and equipment of all locations where educational activities are organized.
Specifically, the Department of Education and Training requires non-public schools to submit documents proving land use rights or premises use rights; Implementation plan and results of equipment procurement; Minutes of safety inspection on fire prevention and fighting - rescue and compulsory fire and explosion insurance for schools; Certificate of construction quality inspection; Decision on establishment and licensing of educational activities; Drawings of current status of construction blocks and buildings proving conditions of total construction floor area; Project on the time of establishment of the school/school location/branch.
Officials from the HCM City Department of Education and Training said that based on specific data from the Departments of Education and Training, public and non-public schools, the Department will develop a plan for primary school enrollment to submit to the HCM City People's Committee for approval and expected to be issued in March.
Regarding the 10th grade enrollment quota, the Department of Education and Training will usually announce it around the end of April so that 9th grade students can register their 10th grade wishes in early May.

New points of public 10th grade admission
According to the roadmap, from the 2025-2026 school year, Ho Chi Minh City will stop organizing specialized classes in 4 high schools: Gia Dinh (Binh Thanh District), Mac Dinh Chi (District 6), Nguyen Thuong Hien (Tan Binh District), Nguyen Huu Huan (Thu Duc City). Specialized classes will only be held at 2 specialized high schools: Le Hong Phong and Tran Dai Nghia.
In recent years, on average, each year the four high schools listed above have recruited a total of 22 specialized 10th grade classes. When they no longer recruit specialized 10th grade classes, the schools will increase their quota for regular 10th grade classes, so according to the principals of the middle schools, students will have more opportunities to enter the four top schools in the city.
Mr. Lam Trieu Nghi, Principal of Nguyen Thuong Hien High School, shared that every year the school's quota for specialized 10th grade classes is 5 classes, each class has 35 students, so a total of 175 students. This year, when there are no more specialized classes, the school has the ability to recruit 225 more students for 5 regular 10th grade classes, each class has 45 students.
Similarly, Mr. Do Duong Cung, Principal of Nguyen Huu Huan High School, said that opportunities for students in Thu Duc City will increase. With no 5 specialized 10th grade classes from the 2025-2026 school year, the school will propose to increase the quota for regular 10th grade classes to 225 students.

In addition, speaking with Thanh Nien reporter, the leader of a specialized high school said that it plans to propose increasing the 10th grade quota in 2025 by about 105 students for 3 specialized classes of math, chemistry and English under Project 5695.
Regarding the 10th grade entrance exam for the 2025-2026 school year, Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training, said that according to regulations, the Department of Education and Training will develop an enrollment plan for the first grade classes, including grade 10, with exam subjects, formats, and exam times to submit to the Ho Chi Minh City People's Committee for approval. The Department's viewpoint is to maintain the organization as in previous school years. Based on reviewing and ensuring compliance with the regulations on junior high school and high school entrance exams of the Ministry of Education and Training, the 10th grade entrance exam in Ho Chi Minh City has 3 compulsory subjects: math, literature, foreign language (in which candidates mainly take the English exam) if they register for a regular 10th grade and a specialized or integrated subject if they register for a specialized or integrated 10th grade.
