Rear Admiral Do Van Yen, member of the Standing Committee of the Party Committee, Deputy Political Commissar of the Navy attended and directed. Rear Admiral Ngo Van Thuan, Secretary of the Party Committee, Political Commissar of Naval Region 4 chaired the conference.

Over the past time, the Party Committee, the Command of Naval Region 4, the Party committees, political commissars, political officers, secretaries, commanders of agencies and units at all levels, sectors and each officer have thoroughly grasped the viewpoints, principles and grasped the provisions of the Law on Officers.

The region has achieved many achievements contributing to building a strong team of officers, meeting the requirements of building a revolutionary, disciplined, elite, modern Army and the task of firmly protecting the sovereignty of the sea and islands in all situations.

The Party Committee, the Naval Region 4 Command, Party committees and commanders at all levels have regularly paid attention to leading and directing agencies and units to do a good job of propagating, disseminating, thoroughly understanding, educating and organizing the serious and effective implementation of the Law and documents guiding the implementation of the Law.

Naval Region 4 has done a good job of advising and making effective proposals in implementing the Law on Officers; strictly followed the principles, regulations and guidelines on personnel work, especially the principle of democratic centralism; and well implemented the work of planning, training, fostering, management and policies for officers.

At the same time, we regularly pay attention to building a team of officers with steadfast and strong political will, good moral qualities, responsible, scientific, dynamic, creative working methods and methods, and good completion of assigned tasks, contributing to building a strong, comprehensive, exemplary, and typical unit.

In addition, the Party Committee and Command of Naval Region 4 have led and directed agencies and units to coordinate with functional agencies to pay attention to resolving policies for officers and their relatives, especially officers who have worked for many years in remote areas, difficult and arduous areas, officers in especially difficult circumstances, policy beneficiaries, and officers with high professional qualifications.

Housing and land policies are implemented strictly and for the right subjects, contributing to building a solid rear for officers to work with peace of mind and dedication. Currently, the rate of officers in the entire Region enjoying housing and land policies is 17.9%, while the majority of officers still do not enjoy housing and land policies according to regulations.

At the conference, many opinions were presented focusing on clarifying the results achieved after more than 23 years of implementing the Law on Officers. At the same time, it pointed out existing shortcomings, causes and responsibilities; many lessons learned and recommendations and proposed measures in implementation to further improve the quality of implementing the Law on Officers in the coming time.

In his speech, Rear Admiral Do Van Yen acknowledged and commended the achievements of Naval Region 4 in recent years in implementing the Law on Officers and current documents.

At the same time, the Party Committees and commanders of agencies and units are required to continue to thoroughly grasp and fully and strictly implement the provisions of the Law on Officers. Regularly review, research and proactively advise and propose to superiors on the promulgation of legal documents that are consistent with the reality of the Region, especially documents related to attracting human resources, preferential policies, and training and fostering of cadres.

In addition, there should be many policies and measures to improve management, command, and professional skills, along with strengthening education and training for cadres at all levels to meet the requirements and tasks in the new situation.

On this occasion, Naval Region 4 awarded certificates of merit to 5 collectives and 9 individuals with outstanding achievements in implementing the Law on Officers of the Vietnam People's Army.
