TPO - After 11 central streets of Ho Chi Minh City were piloted to collect temporary fees for part of the use of business activities, buying and selling goods, most businesses complied well, the sidewalks were neat, people and tourists could walk more easily and safely on the designated sidewalks. However, there were still a few cases of tables and chairs encroaching on the lines, occupying the sidewalks of pedestrians for business purposes.
At noon on May 22, present at Hai Trieu Street (Ben Nghe Ward, District 1) after nearly 2 weeks of piloting the collection of temporary sidewalk usage fees for business activities, buying and selling goods, the reporter recorded that the situation of street order had somewhat changed, not as good as before.
Previously, the sidewalk section of Hai Trieu Street was marked with yellow lines as a free self-managed motorbike parking area, the remaining sidewalk section was marked with white lines for businesses to use and pay a fee, the remaining space in the middle was reserved for pedestrians. According to regulations, the space reserved for pedestrians is not allowed to have any obstacles.
However, according to the reporter's records, the business household at 31 Hai Trieu Street, Ben Nghe Ward has placed tables and chairs outside the white line, occupying the entire sidewalk for pedestrians to do business. With no space to walk, residents and tourists passing through this area have to move to the sidewalk outside (which is designated as a self-managed motorbike parking area).

Responding to reporters, a resident living on Hai Trieu Street said that during the initial period of the toll collection pilot, business and trading activities on this route were somewhat neat and orderly. However, in recent days, from 10am to 4pm every day, some businesses set up shop on the sidewalk for pedestrians, and street vendors set up shop on the sidewalk area designated for motorbike parking.

“The rampant display of goods in the wrong places creates a messy scene, affecting the urban beauty and preventing the government from collecting sidewalk fees. However, I have not seen any authorities take action!?” this person wondered.

In addition to Hai Trieu Street, according to the reporter's records, some other pilot routes also have the phenomenon of businesses trading on the sidewalk outside the prescribed area.
For example, a business location at 14/9d Chu Manh Trinh (Ben Nghe Ward, District 1) placed tables and chairs for customers to sit outside the designated business area line.

Previously, at the pilot conference of 11 streets eligible to be used as business locations, buying and selling goods in the district and launching the software "Looking up and registering for temporary use of a part of the sidewalk in District 1" held on the morning of May 9, Mr. Le Duc Thanh, Chairman of District 1 People's Committee, requested the People's Committees of 10 wards to coordinate with the Urban Order Management Team to inspect and handle violations in the management and temporary use of sidewalks within the assigned management scope according to legal regulations, ensuring security and order in the district.
Responding to reporters about cases of encroachment and encroachment of sidewalks for pedestrians in the pilot route area, Mr. Le Duc Thanh said: "I have directed the People's Committees of wards and the Urban Order Team to regularly check and inspect to remind and handle violations (if any). With the reflections from reporters, we will continue to rectify" - Mr. Le Duc Thanh informed.
