According to Mr. An, the pilot situation of leasing part of the sidewalk in some localities is still slow. Of which, only 7 districts have issued the list according to their authority; 15 districts are slow to issue; 16/22 districts reported the implementation results in the first quarter of 2024; 8/22 districts reported the implementation situation in the first 6 months of 2024; 5/22 districts have implemented licensing and fee collection according to regulations (districts 1, 3, 4, 10, 12...).

To date, the amount of fees collected is estimated at about two billion VND, mainly focusing on cultural activities, material transfer, construction waste... District 1 People's Committee alone has collected fees for business services, buying and selling goods on the sidewalk.

Of which, in District 1, about 780 million VND was collected; District 12 about 140 million VND; District 10 about 18 million VND...

Mr. An added that the management and collection of fees for temporary use of part of the roadway and sidewalk in Ho Chi Minh City is carried out according to Decision No. 32 of the Ho Chi Minh City People's Committee and Resolution No. 15 of the Ho Chi Minh City People's Council.

The Department of Transport has issued a document guiding the implementation as well as giving comments to localities to complete the list and implement.

Previously, the Department of Transport issued a document guiding the implementation of regulations on the management and temporary use of a part of the roadway and sidewalk in Ho Chi Minh City, including the responsibilities of related organizations and individuals, procedures, forms, illustrations, etc.

At the same time, since the beginning of 2024, the unit has sent 27 documents to direct, urge, and guide the implementation of appropriate management and use of roads and sidewalks. However, the implementation is still very slow.
