Traffic police fine pedestrians for violating traffic laws in Hanoi

The information is stated in Decree 168/2024 regulating administrative sanctions for violations in the field of road traffic; deduction of points, restoration of driving license points, effective from January 1.

Pedestrians will be fined 150,000 - 250,000 VND if they do not walk in the correct lane; cross the median strip; cross the road in the wrong place or without hand signals as prescribed; do not comply with the orders or instructions of traffic controllers or traffic inspectors.

This fine is 2.5 times higher than the previous Decree 100/2019 (60,000 - 100,000 VND).

In addition, pedestrians will be fined 400,000 - 600,000 VND if they enter the highway, except for those serving the management and maintenance of the highway (old fine 100,000 - 200,000 VND); carrying or lifting bulky objects that obstruct traffic; hanging or clinging to moving vehicles (old fine 60,000 - 100,000 VND).

Not only pedestrians, the fine for running red lights for car and motorbike drivers has also increased sharply since January 1. Accordingly, car drivers who do not obey traffic lights or go in the wrong direction will be fined 18 - 20 million VND; for motorbike drivers, it is 4 - 6 million.

Walking pets through red lights will be fined 150,000-250,000 VND

According to Article 11 of Decree 168, people who control, lead animals, or drive animal-drawn vehicles will be fined 150,000 - 250,000 VND if they fall into the following cases: not giving way as prescribed, not signaling by hand when changing direction; not obeying the commands or instructions of traffic lights, signs, or road markings; letting animals walk on the road without ensuring the safety of people and vehicles participating in traffic.

Similar fines are also applied to the acts of driving two or more vehicles abreast; letting animals pull a vehicle without a driver; and driving a vehicle without signaling as prescribed. Under the previous Decree 100, these acts were fined from 60,000 to 100,000 VND.

In addition, acts such as not obeying the orders or instructions of traffic controllers or traffic inspectors; leading pets while driving or sitting on a road vehicle; driving or leading pets on the wrong side of the road, entering prohibited roads, prohibited areas, or entering the roadway reserved for motor vehicles will be fined 400,000 - 600,000 VND. This fine is 3 - 4 times higher than before (100,000 - 200,000 VND).

People who drive, lead pets, or drive animal-drawn vehicles onto the highway will be fined 1 - 2 million VND (old fine was 400,000 - 600,000 VND).
