The National Assembly's Committee on National Defense and Security agreed to the proposal to increase the maximum service age of police officers, non-commissioned officers, and workers because it is consistent with the Labor Code.
On the morning of May 27, Minister of Public Security To Lam, authorized by the Prime Minister, presented the draft Law amending and supplementing a number of articles of the Law on People's Public Security.
In particular, the Government proposed to increase the service age of police officers (men increase by 2 years, women increase by 5 years); increase by 2 years for officers and non-commissioned officers; female officers with the rank of colonel increase by 5 years, female officers with the rank of lieutenant colonel increase by 3 years, female officers with the rank of general keep the current age of 60 years. Police officers who are professors, associate professors, doctors, and senior experts will have their service period extended from 60 to 62 years for men; from 55 to 60 years for women.
According to the roadmap, each year will increase three months for men and four months for women. As for officers and non-commissioned officers, the maximum service age is under 60 years old for men and under 55 years old for women, the age will increase immediately by two years, not following the above roadmap.
The Government proposed to increase the age limit for public security service starting from January 1, 2021, the effective date of the Labor Code, but not apply to cases that have retired before the effective date of the Law amending and supplementing a number of articles of the Law on People's Public Security.
According to Mr. To Lam, the proposal to increase the service age for this group is to ensure the consistency of the legal document system; the increase is equivalent to the increase in retirement age according to the 2019 Labor Code. This content also ensures practical combat and work; ensures stability, creates conditions for planning, training, rotation, mobilization, and appointment of cadres in the industry.

Representative of the inspection agency, Chairman of the National Defense and Security Committee Le Tan Toi agreed with the proposal to increase the service age of officers, non-commissioned officers, and police workers because it is consistent with the Party's policy on increasing the retirement age and consistent with the 2019 Labor Code.
However, some members of the Committee believe that raising the maximum service age for female lieutenant colonels to 3 years and female colonels to 5 years is a significant increase, while most other ranks are increased by 2 years to suit the specific working environment and the needs of the majority of female officers. The Committee requests the drafting committee to clarify the implementation of regimes, policies, and social insurance after increasing the service age; assess the impact on health; and clearly explain the response to the specific working environment of the force and the needs of the majority of female officers.
The National Defense and Security Committee agrees to increase the age limit for public security service from January 1, 2021 to be consistent with the regulations on the roadmap and time of increasing the retirement age of employees in the Labor Code. However, the Committee notes that the drafting agency must have reasonable solutions for personnel work, resolving regimes and policies, ensuring fairness in the force when the number of officers whose ages are adjusted is large, but the number of those who are not adjusted and must retire before the Law comes into effect is also not small.
