University Admissions 2023: Candidates are not required to confirm admission before August 22

Accordingly, to ensure that the 2023 university and college admissions for Preschool Education take place seriously, safely and in accordance with the Regulations, the Ministry of Education and Training requires training institutions to strictly implement the current Admission Regulations and the guiding documents of the Ministry of Education and Training, paying special attention to some contents related to the admission plan, admission registration information; upgrading the admission software; implementing the admission process, processing official admission wishes; confirming admission and organizing admission for candidates.

Only organize admission for qualified majors

Specifically, training institutions will only organize enrollment for majors that meet the requirements according to regulations. For majors that are forced to stop enrollment, schools must publicly announce on their electronic information pages.

Training institutions continue to review the enrollment plan and enrollment announcement, including: quotas, majors, admission methods, admission combinations; exams, subjects multiplied by coefficients when considering admission, the difference in scores between combinations compared to the original combination, secondary criteria, aptitude subjects, aptitude subject admission scores (if any); additional admission methods and conditions (if any)...; ensuring accuracy with the database declared in the Examination and Admission System.

Schools update the System with accurate and complete lists of candidates who are eligible for admission, admitted by direct admission or meet the preliminary admission requirements.

In case of needing to adjust or supplement the content of the project, the training institution must comply with the regulations and instructions and the adjustment must ensure that it does not affect the rights of candidates who have registered for admission. For example, the training institution opens an additional major and adjusts the quota for the newly opened major; the number of registered candidates is lower than the expected quota for some majors, so it is necessary to adjust the surplus quota for similar majors in the group of majors; adjust to unify the information declared on the Business System with the report on determining the quota and the admission project that has been publicly announced on the electronic information page of the training institution...

Training institutions shall update the content of changes in the Project on the Ministry of Education and Training's Admissions Portal for reporting and serving inspection and examination work; at the same time, publish on the training institution's electronic information page for candidates to know and for society to monitor.

When the information about the ID card/citizen ID card/Identification Code between the System and the candidate declared at the training institution is inconsistent, the Ministry of Education and Training recommends that training institutions take the ID card/citizen ID card/Identification Code on the System and use it throughout the registration, screening and admission process. The correct ID card/citizen ID card number will be updated after the candidate enrolls at the training institution.

Training institutions continue to review the list of candidates who have been notified of their eligibility for early admission. In case a candidate does not meet the admission requirements as announced, the schools must promptly contact and notify the candidate and have a plan to support the candidate.

For training institutions with teacher training majors, the training institutions must review and accurately update the pedagogical quotas announced by the Ministry of Education and Training on the Quota Determination Reporting System and the Professional page; at the same time, synchronize the enrollment plan on the Enrollment Portal, ensuring consistent and accurate information.

Training institutions using their own software for admission should pay special attention to upgrading their admission software to ensure compliance with the data structure and current regulations (priority points and priority points...). Schools should check and review carefully so that candidates are admitted with the highest probability of being admitted to the industry.

In 2023, candidates will only register for admission by major. Therefore, training institutions that use many combinations for admission must consider all admission methods and combinations for candidates (if candidates meet the regulations) according to the announced admission plan.

Candidates are not required to register their first choice on the System to be admitted.

Training institutions that organize early admissions and announce the list of candidates who meet the admission requirements (except for graduation requirements) must be uploaded to the System to process the wishes if the candidates register for admission (regardless of the order in which the candidates register their wishes).

Schools are not allowed to stipulate or require candidates to register their first choice on the System to be admitted; they are absolutely not allowed to re-examine admission (increase or decrease the admission score) to eliminate or add candidates.

Training institutions must consider all candidates' admission applications on the System and upload them to the System for virtual filtering (including cases where candidates have been admitted early but the school has not uploaded them to the System, and candidates have not checked the "Provide admission data" box on the System). Training institutions must have measures to check and compare other data (certificates, etc.) to ensure correct and complete data before admission.

In 2023, the Ministry of Education and Training will continue to provide technical support to training institutions on: admission information on the Admissions Portal, statistics on candidate wishes, high school graduation exam scores, competency and thinking assessment test scores (if any), high school learning outcomes, evidence of priorities and admission software (training institutions must update the correct version of the admission software)... to help schools conduct admissions smoothly.

However, training institutions should note: The admission processing system only filters out candidates who have passed the higher admissions to other training institutions from the expected admission list that the training institution sends to the System, and does not have the function of adjusting the quotas and benchmarks that the training institution has determined. The system does not consider admissions on behalf of training institutions.

Schools regulate the quotas between methods, especially between combinations, based on the exam score distribution and the requirements of the training sector to determine the regulation of quotas and admission scores for each combination, ensuring fairness for candidates (except in cases where training institutions have announced in advance the difference in scores between combinations). Schools balance the difference in admission scores between combinations to ensure maximum fairness for candidates.

Training institutions are autonomous in their enrollment and are responsible for determining enrollment quotas and admission scores for training majors and groups. If a training institution determines that the expected enrollment list is not close to reality, leading to enrollment exceeding the registered enrollment quota, the training institution and related individuals are fully responsible and will be handled according to Article 27 of the current enrollment regulations.

In particular, training institutions must strictly comply with and consistently implement the regulations on the admission list. The official list of candidates admitted to the training institution is the list of candidates sent back to the training institution by the Admission Application Processing System (based on the list of expected admitted candidates uploaded by the training institution to the System) after the final virtual filtering on August 20, 2023. Schools are absolutely not allowed to adjust this official admission list.

In order for the list of admitted candidates to be close to the determined enrollment quota, the Ministry of Education and Training requires training institutions and groups of training institutions to arrange staff with experience in statistics, data analysis, information processing... on enrollment to control the rate of virtual candidates, candidates who are admitted but do not enroll in accordance with each school, each major, training group and enrollment process.

Currently, some training institutions have voluntarily joined the Northern region admission group and the Southern region admission group. The groups need to agree on mutual support in admission and virtual filtering. Training institutions should pay attention to calculating the adjustment of expected admission scores, the list of expected admitted candidates after each virtual filtering in the group and the national virtual filtering to ensure that the list of candidates officially admitted to the training institution after the last national virtual filtering (August 20, 2023) is close to the enrollment target.

All successful candidates must confirm their admission online on the System, from August 22 to before 5:00 p.m. on September 6, 2023. Training institutions are not allowed to ask candidates to confirm their admission or enroll before August 22, 2023 and are not allowed to end their admission confirmation or enrollment before 5:00 p.m. on September 6, 2023 (including for joint training programs with foreign countries).
