Step by step helping ethnic minorities stabilize their lives

To address the shortage of housing, residential land, and production land for ethnic minority and mountainous areas, Hoa Binh province has directed departments, branches, and localities to effectively implement land policies and sub-projects under the National Target Program 1719. From 2021 to present, Hoa Binh province has supported more than 2,600 households to change their occupations; supported water sources and water storage equipment for daily life for nearly 15,000 households; invested in 37 centralized domestic water works. In particular, to implement housing support, the People's Committee of Hoa Binh province has directed departments, branches, and localities to integrate programs, projects, and policies to mobilize maximum resources. Through implementation, it shows that the whole province currently has about more than 3,900 households in need of housing support.

To continue helping households settle down and find jobs, the Ethnic Minorities Committee of Hoa Binh province determined that in addition to strengthening inspection and supervision, the selection of beneficiaries must ensure publicity, transparency, democracy, the right subjects, no overlap and have the unified participation of people and communities where the assessment is conducted. In addition, promptly remove difficulties and urgent requirements regarding living conditions and activities in ethnic minority areas, helping households gradually stabilize their lives and escape poverty.

Typically, in Yen Thuy district, in recent times, the district has focused on supporting housing for poor households and poor ethnic minority households.

Ms. Bui Thi Binh - Head of the District Party Committee's Mass Mobilization Committee, Chairwoman of the Yen Thuy District Fatherland Front Committee said that in the period of 2019-2024, implementing the Prime Minister's Decisions on housing support for poor households and poor ethnic minority households from the state budget, Yen Thuy district has supported 616 households with a total budget of 15.89 billion VND. In addition to supporting housing for poor households and poor ethnic minority households from the state budget, Yen Thuy district has also actively mobilized socialized resources to build new and repair houses for the subjects. Specifically, the whole district has supported the construction and repair of 204 houses for poor households, near-poor households, and policy families with housing difficulties. In which, many cases are ethnic minority households with a total amount of nearly 5.6 billion VND.

“Housing support for poor households and poor ethnic minority households has helped localities complete housing criteria in new rural construction, contributing to ensuring social security and improving the quality of life for people in the district,” said Ms. Binh.

In Kim Boi district, from 2021 to present, the district has built a concentrated residential stabilization point, supported dispersed domestic water for 1,780 households and supported job conversion by purchasing machinery for 232 households. In addition, the district has also invested in building new, upgrading and repairing 186 works in the fields of irrigation, education, cultural houses, community activity houses and performing maintenance and repair of the works.

Mr. Nguyen Viet Hoa - Head of the Ethnic Affairs Department of Kim Boi district said that with the goal of comprehensively promoting ethnic minority and mountainous areas, Kim Boi district has effectively implemented programs to support the development of sustainable agricultural and forestry production, promoting the potential and strengths of regions to produce goods according to the value chain. Up to now, the district has allocated more than 14 billion VND to implement livestock projects, create jobs, and increase the average income of people in ethnic minority areas.

Evaluating the effectiveness of programs and projects to support ethnic minorities implemented in the province, Mr. Do Duy Sam - Head of Propaganda and Area Department, Ethnic Minorities Committee of Hoa Binh province said that in mobilizing the National Target Program for Sustainable Poverty Reduction, period 2021 - 2025, Hoa Binh province has developed a plan to support 2,157 households with housing difficulties.

Of which, 1,247 households were newly built and 910 households were repaired with a total cost of over 77 billion VND. Up to now, the province has supported 1,829 households, including 1,122 newly built households and 707 repaired households. It is expected that by the end of 2024, this program will complete the set plan. From the allocated capital for 2023 - 2024, Hoa Binh province has developed a support plan for 877 households. From there, it will help ethnic minorities and mountainous areas gradually stabilize their lives and strive to become rich legitimately.
