To solve the shortage of housing, residential land, and production land for ethnic minority areas, the People's Committee of Hoa Binh province has directed departments, branches, and localities to effectively implement land policies and sub-projects under the National Target Program 1719 in the province.
Hoa Binh province currently has 145 communes implementing the National Target Program 1719. Of these, there are 74 communes in area I, 12 communes in area II, 59 communes in area III and 86 extremely disadvantaged villages, hamlets and villages. In recent times, Hoa Binh province has focused on implementing policies towards more comprehensive and sustainable development for ethnic minority people. Mr. Ha Van Di, Head of the Ethnic Minorities Committee of Hoa Binh province, said that the Provincial People's Committee has directed departments, branches, sectors and localities to proactively implement plans and projects for economic and social development. Thereby exploiting the potential and advantages of localities in the region; encouraging people to develop the economy, gradually reducing poverty sustainably, gradually narrowing the gap in living standards and income with advantaged areas.
Based on the Prime Minister's decisions approving programs, policies, and projects to address the shortage of residential land, production land, housing, and domestic water for ethnic minorities, the People's Committee of Hoa Binh province has assigned the Ethnic Committee, departments, branches, and localities to deploy implementation and strengthen inspection, supervision, and urging.
Implementing the content of supporting production land, residential land, housing, and domestic water for ethnic minorities and mountainous areas, in the period of 2019 - 2020, from the central budget, the People's Committee of Hoa Binh province has allocated more than 4 billion VND to support investment in domestic water works and water storage equipment. Thanks to that, more than 2,600 households have benefited. Regarding the content of supporting housing, residential land, and production land, the province has reviewed and proposed the Central Government to support more than 16,000 households with a total budget of more than 109 billion VND to help people reclaim, restore, improve production land and change jobs. From 2021 to present, Hoa Binh province has supported more than 2,600 households to change jobs; supported water sources and water storage equipment for daily life for nearly 15,000 households and invested in 37 centralized domestic water works.
To provide housing support, the People's Committee of Hoa Binh province has directed departments and branches to integrate programs, projects and policies to mobilize maximum resources. Recently, Hoa Binh province has also launched a 450-day peak period to eliminate temporary and dilapidated houses for households with housing difficulties to better care for the poor. In particular, to mobilize the National Target Program on Sustainable Poverty Reduction, period 2021 - 2025, Hoa Binh province has developed a plan to support 2,157 households with housing difficulties, including building new houses for 1,247 households and repairing houses for 910 households with a total cost of about more than 77 billion VND. To date, the whole province has supported 1,829 households. It is expected that by the end of 2024, this program will complete the set plan. From the resources of the National Target Program 1719, phase 2021-2025, Hoa Binh province has developed a support plan for 3,807 households. From the capital allocated for 2023-2024, the province has developed a support plan for 877 households. To date, 699 households have been supported.
The province currently has about 3,900 households in need of housing support. To continue helping households settle down and find jobs, the Provincial Ethnic Committee has determined to effectively implement support programs. Strengthening the inspection and supervision of the selection of beneficiaries to ensure publicity and transparency. From there, promptly resolving urgent difficulties in living conditions of poor households in ethnic minority areas, helping many households gradually stabilize their lives and escape poverty.
