A fulcrum for ethnic minorities to rise up

The National Target Program 1719 is the “key” to help ethnic minorities in Bac Kan province rise out of poverty. In particular, the implementation of Project 1 “Solving the shortage of residential land, housing, production land, and domestic water” has helped people in difficult circumstances to be supported to build new houses, providing a fulcrum for people to have more motivation and peace of mind to develop the economy.

Bac Kan province currently has more than 12,000 households facing housing difficulties. Therefore, implementing Project 1 "Solving the shortage of residential land, housing, production land, and domestic water" under the National Target Program 1719, period 2021-2025, the whole province has developed a plan to support 983 houses for poor households, helping people feel secure in working and production, and escape poverty. With the motto of focused and key investment, Bac Kan province has gradually and effectively implemented ethnic programs, projects, and policies. In particular, in the period 2019 - 2024, Bac Kan province has allocated over 3,300 billion VND to implement the contents of the National Target Program focusing on extremely difficult communes and villages. In particular, aiming to solve urgent problems of housing, domestic water, and arranging stable settlement of residents in necessary places. Thanks to that, up to now, the whole province has joined hands to eliminate nearly 1,100 temporary and dilapidated houses for poor and near-poor households, ensuring "3 hard" conditions.

Typically, in Cho Moi district, thanks to capital from the National Target Program 1719 and capital from projects, programs and policies, by the end of 2023, Cho Moi district had 29 main targets basically achieved and exceeded the plan, the socio-economic infrastructure is increasingly complete. In addition, the agricultural sector is transforming towards increasing added value and developing the economy in a sustainable direction. From 2021 to now, the whole district has recognized 3 more communes meeting new rural standards, the average income/person reached 40.5 million VND/person/year; the annual poverty rate decreased by 2 - 2.5%.

Along with investment in infrastructure, housing, residential land, and production land, Bac Kan province pays special attention to components supporting production for ethnic minorities. In Pac Nam, which is the most disadvantaged district in Bac Kan province, in 2023 alone, the entire district has implemented 4 projects to support the development of community production in livestock and crop farming in Bang Thanh and Boc Bo communes. At the same time, 2 projects on raising native pigs, with a scale of 100 heads/project, were implemented in Bang Thanh commune; a pear growing project with a scale of 5 hectares and a breeding cow project with a scale of 30 heads in Boc Bo commune with the goal of creating commodity products, contributing to improving the value, productivity and quality of products.

In addition, for the implementation of decentralized domestic water support under Project 1 in 2023, Liem Thuy commune, Na Ri district has provided 28 water tanks to 28 poor ethnic minority households in the commune with a total cost of 84 million VND. The water tanks provided to poor households are made of stainless steel, with a capacity of 1,200 liters. Providing water tanks helps poor ethnic minority households in Liem Thuy commune to access and use hygienic water in daily life, contributing to ensuring people's health.

Assessing the effectiveness of the National Target Program 1719 being implemented in the province, Mr. Pham Duy Hung - Vice Chairman of the People's Committee of Bac Kan province said that in order to effectively implement Project 1 of the National Target Program 1719 on solving the shortage of residential land, housing, and production land for ethnic minorities, from the beginning of 2024, the People's Committee of Bac Kan province has issued plans and many documents directing the implementation of each specific program and project. Along with that, directing units and localities to seriously implement Decree No. 05/2011 of the Government on ethnic affairs until 2030, with a vision to 2045. These are considered important steps, creating motivation for ethnic minorities to strive for sustainable development.

In the first 6 months of 2024, Bac Kan had 321 households building houses; 73 households buying agricultural tools to change jobs; 895 households receiving decentralized domestic water support. However, due to lack of land fund, districts cannot directly support production land and residential land. Housing construction progress in some localities is slow with low disbursement rates. Regarding centralized domestic water projects, the province has implemented 2 domestic water supply projects for ethnic minority and mountainous areas with a total of 57 domestic water projects in 7 districts, villages and hamlets that still have difficulties in clean water.
