Support residential land and production land for ethnic minorities

Residential land and production land are prerequisites for ethnic minorities to stabilize their lives and escape poverty. Clearly identifying this, Vinh Phuc province has directed all levels, sectors, and local authorities to make efforts to support residential land and production land for beneficiaries in accordance with the National Target Program 1719, period 2022-2025.

Vinh Phuc province has 41 ethnic groups living together, of which ethnic minorities account for 4.8% of the province's population. In recent years, Vinh Phuc province has integrated programs, policies, and economic development projects for ethnic minorities into socio-economic development programs and projects. Accordingly, under the National Target Program 1719, for the period 2022-2025, the province strives to support 294 households in need of residential land by 2024. Of these, 42 households lack residential land, 252 households request support for fees and charges for procedures for dividing, separating, legalizing, converting land use purposes, and granting land use right certificates.

Typically, in Tam Dao district, which is a mountainous district, more than 44% of the population are ethnic minorities. In 2023, Tam Dao district was assigned by Vinh Phuc province to support residential land for 6 poor ethnic minority households without residential land and to resolve and support fees and charges for procedures for separation, legalization, conversion of land use purposes, and issuance of land use right certificates for 64 households. To complete the assigned targets, the District People's Committee has directed the dissemination of policies on supporting residential land for poor ethnic minority households, developed an implementation plan, and conducted on-site inspections at households in need, ensuring compliance with the set schedule.

To achieve the goal, Vinh Phuc Provincial People's Committee has developed an implementation plan with specific targets. For areas with land conditions, the District People's Committee directs the land level improvement, technical infrastructure construction, and land allocation for the subjects. For areas without land conditions, the District People's Committee directs the Commune People's Committee to arrange and assign people to stabilize their housing in the form of interlacing or splitting, legalizing, and converting land use purposes in accordance with regulations and in accordance with local realities.

Regarding support for fees and charges for procedures for dividing, separating, legalizing, converting land use purposes, and granting land use right certificates, the District People's Committee directs the Commune People's Committee to review, compile statistics, and summarize the support needs for each type. Based on the list, area, and location of households, the District People's Committee will allocate funds and organize support for procedures for the subjects. Regarding the content of support for production land, the province currently has no land fund to directly support the subjects because it has allocated land to households and individuals for long-term use according to Decree 64 of the Government, so it is implemented in the form of support for vocational training, vocational training, and loans for production and business development.

Mr. Hoang Anh - Deputy Head of the Ethnic Minorities Committee of Vinh Phuc province said that in order to complete the objectives of the Project, the Provincial People's Committee has developed an implementation plan with specific targets and directed the districts and cities of Tam Dao, Binh Xuyen, Phuc Yen, Lap Thach, and Song Lo to consider and decide on land allocation to the subjects based on the local land fund and appropriate residential land limits in the area. In order to complete the set objectives, recently, the Vinh Phuc Provincial People's Committee has directed all levels, sectors, and localities to accelerate the implementation of the program's targets according to each sector and each field in charge based on understanding the difficulties and proposals of the Ethnic Minorities Committee.

In addition, strengthen the inspection and review of program implementation, ensure timeliness and compliance with regulations, regularly urge and evaluate program implementation progress at all levels on a monthly basis.
