Land support policies for ethnic minorities encourage people to make efforts in production, increase income, stabilize life, sustainably reduce poverty, and ensure social security.

That is also the way for Quang Nam province to create momentum for socio-economic development in ethnic minority and mountainous areas.

Mr. A Lang Mai - Head of the Ethnic Minorities Committee of Quang Nam province said that the total capital of the National Target Program 1719 in the period of 2021 - 2024 invested in the province is 2,256 billion VND.

Of which, the investment capital is 1,132 billion VND, the career capital is 1,124 billion VND. After nearly 4 years of implementing the National Target Program 1719, localities in the province have achieved a number of targets and tasks on socio-economic development, national security and defense that the province has set. Also from the investment and support resources of the National Target Program 1719, it has contributed to mobilizing resources among the people, focusing on solving urgent and practical requirements for life and production, gradually solving the essential needs of the people such as: Stabilizing the population, eliminating temporary housing, and changing occupations.

Thanks to that, ethnic minorities have had many changes in awareness in production development, vocational training, career establishment, new rural construction, raising awareness of preserving and promoting the cultural identity of each ethnic group.

“Not only that, from the resources of the National Target Program 1719, Quang Nam province has also invested in building 313 infrastructure works to serve the production and life of ethnic minority people. Of which, there are 92 traffic works, 53 schools, 34 clean water works, 56 communal houses and 78 other works. Also from the above capital, the locality has supported job conversion for 735 workers, supported housing for 350 households, removed temporary houses for 512 cases and stabilized the population for nearly 600 households” - Mr. A Lang Mai said.

According to Mr. Nguyen Van Luom - Chairman of Tay Giang District People's Committee, in recent years, the district has mobilized many resources with tens of billions of VND to support 664 households to eliminate temporary and dilapidated houses. For example, when implementing Project 1 of the National Target Program 1719, in 2023, Tay Giang district allocated more than 7.9 billion VND to support land and housing for 64 households and support house building for 51 households. In 2024, the district strives to reduce poverty by supporting housing for more than 400 households so that people have a place to eat and live, thereby improving their work and production. To achieve that result, the locality has promoted the disbursement of capital from National Target Programs and mobilized other capital sources to take care of the people.

To ensure that ethnic policies are implemented, recently, the People's Committee of Quang Nam province had a working session with departments and branches on the draft Resolution on land support for ethnic minorities living in the area to submit to the Provincial People's Council for approval at the 28th session. At the same time, the Department of Natural Resources and Environment was requested to urgently complete the draft Resolution.

In particular, ensuring communal living land for ethnic minorities must be consistent with the customs, practices, cultural beliefs and actual conditions of each ethnic group and locality; land arrangement must ensure a minimum area of ​​100m2. For the first time of land allocation, land use fees are exempted for individuals living in communes in area III (particularly disadvantaged communes), and 50% reduction in land use fees for individuals living in areas I and II.

The Head of the Ethnic Minorities Committee of Quang Nam province added that the land support policy for ethnic minorities encourages people to make efforts in production, increase income, stabilize their lives, reduce poverty sustainably, and ensure social security. That is also a way for Quang Nam to create momentum for socio-economic development in the highlands, thereby contributing to improving the material and spiritual life of ethnic minorities.
