Hanoi Law University speaks out about the doctoral studies of Venerable Thich Chan Quang

On the same day, June 25, the Department of Higher Education (Ministry of Education and Training) sent an urgent dispatch to Hanoi Law University requesting a report on the enrollment and training process for graduate student Vuong Tan Viet.

According to the Department of Higher Education, there is currently much conflicting information about the enrollment, training and granting of a doctoral degree to Mr. Vuong Tan Viet at Hanoi Law University.

To have full information, the Ministry of Education and Training requests that Hanoi Law University urgently report specifically on the process of enrollment and doctoral training (including the submission of review documents, thesis defense...) and provide evidence for Mr. Vuong Tan Viet's profile; send the report to the Ministry of Education and Training (through the Department of Higher Education) on June 26 for synthesis.

Venerable Thich Chan Quang "has all the conditions to study straight for a doctorate"

Hanoi Law University affirms that the total time of doctoral training of student Vuong Tan Viet (ie Venerable Thich Chan Quang) until the decision to recognize the degree and grant the doctoral degree is 2 years and 3 months, meeting and complying with the doctoral training regulations of the Ministry of Education and Training, and the decision of the school.

According to Hanoi Law University, student Vuong Tan Viet was born in 1959. Before applying for the doctoral program, he graduated with a bachelor's degree in English in 2001 from the University of Foreign Languages ​​(now Hanoi University); and graduated with a bachelor's degree in law in 2019 from Hanoi Law University (second degree, part-time program).

Regarding the information related to the doctoral training process of Venerable Thich Chan Quang, Hanoi Law University cited a series of legal bases that the school has applied: Law amending and supplementing a number of articles of the Law on Higher Education (2018); Decision 1981 QD-TTg dated October 18, 2016 of the Prime Minister; Circular 08/2017/TT-BGDDT; Decision No. 261/QD-DHLHN of Hanoi Law University.

"Applies to the case of student Vuong Tan Viet who is eligible to apply for the doctoral training program of Hanoi Law University. Student Vuong Tan Viet graduated with a bachelor's degree in law with honors according to the decision dated January 15, 2019.

Student Vuong Tan Viet is qualified to study directly for a doctorate: has a university degree in law with honors; is the author of a scientific article published in the proceedings of an international scientific conference with peer review in 2017; has foreign language skills: university degree in English; the candidate was admitted on November 26, 2019; was recognized as a doctoral student in constitutional and administrative law on December 26, 2019," the school affirmed.

Regarding the training process, applicable to this case, the school said that from December 2019 to June 2021, graduate student Vuong Tan Viet completed the full master's training program - including 43 credits of subjects in the major/specialization out of a total of 60 credits (exempted from thesis 12 credits and foreign language 5 credits according to the provisions of Circular 08/2017).

From 2020 to 2021, the doctoral student completed 7 modules of the doctoral training program. Evaluated the doctoral topic and defended the doctoral thesis according to regulations, the doctoral student completed additional modules and modules at the doctoral level.

Published 2 reports in foreign languages ​​in the proceedings of international conferences with peer review; approved by the group or the PhD supervisor to register for thesis evaluation at the professional unit; completed the defense of the overview topic and 3 thesis topics.

On June 15, 2021, the doctoral thesis was completed at the department; on September 26, 2021, the thesis was defended at the professional unit level (basic level); on October 3, 2021, the doctoral student applied for the thesis defense at the school level; on December 3, 2021, the doctoral student defended the thesis at the school level on November 1, 2021.

Graduate students have a request to shorten their training period.

Regarding the doctoral training period of Venerable Thich Chan Quang, according to Hanoi Law University, the doctoral student completed the training program. The doctoral student's thesis was recommended by the professional unit to be evaluated by the school-level thesis evaluation council; the doctoral student's thesis was approved by independent reviewers.

On October 3, 2021, the doctoral student submitted a request to shorten the training period. The request was to defend the thesis at the school level and was approved by the school (according to the provisions of Circular 08/2017 and Decision 261/QD-DHLHN - which does not specifically stipulate the minimum and maximum shortened training period).

On November 1, 2021, the school issued a decision to establish a school-level doctoral thesis defense council for graduate student Vuong Tan Viet.

On December 9, 2021, the doctoral student successfully defended his thesis at the university level; on March 17, 2022, the doctoral student was awarded a doctoral degree.

"As informed above, the total training time of student Vuong Tan Viet from the time he was recognized as a doctoral student (December 2019) until the decision to recognize his degree and grant his doctoral degree (March 2022) was 2 years and 3 months, which meets and complies with the doctoral training regulations of Circular 08/2017/TT-BGDDT of the Ministry of Education and Training and Decision 261/QD-DHLHN of Hanoi Law University", the school affirmed.

- In 2017, he passed the second degree course 1 of the law university level, part-time study form of Hanoi Law University opened at Bach Viet College, Ho Chi Minh City.

- On January 15, 2019, he was recognized as a graduate and awarded a second bachelor's degree in law, part-time program from Hanoi Law University, with excellent graduation ranking.

- On November 26, 2019, he was admitted to the 25B graduate course (2019-2023 school year) of Hanoi Law University.

- On December 26, 2019, he was recognized as a PhD student at Hanoi Law University, majoring in constitutional and administrative law.

- On December 9, 2021, he successfully defended his doctoral thesis at Hanoi Law University.

- On March 17, 2022, he was awarded a doctorate in constitutional and administrative law from Hanoi Law University.
