This morning, February 26, Vice Chairman of Quang Tri Provincial People's Committee Hoang Nam chaired a conference to implement the 20-day and night peak plan (from March 1 to March 20, 2025) to complete the digitization of civil status data in the province. The conference was held in person at the Provincial People's Committee hall and connected online with the People's Committees of districts, towns, and cities; People's Committees of communes, wards, and towns in the province.

Implementing the direction of the Prime Minister and the Working Group implementing Project 06 of the Government on urgently completing the digitization of civil status data, the Provincial People's Committee issued Plan No. 37/KH-UBND dated February 20 to implement a peak of 20 days and nights to complete the digitization of civil status data in the province.
According to the plan's requirements, 100% of civil status data in the province is digitized; completing civil status digitization within the set deadline; assigning specific targets and completion roadmaps to each unit and locality at all levels in implementing each task serving the digitization of civil status data, ensuring "clear work, clear people, clear time, clear results, clear responsibilities".
The implementation content includes: collecting and classifying household registration books that need to be digitized (except for those that have been digitized in phase 1); scanning household registration books and naming data files by book and year; digitizing household registration books on the historical household registration software of the Ministry of Justice; attaching scanned files, reviewing, editing, and supplementing data on the historical household registration software of the Ministry of Justice.

According to the report of the Department of Justice, the total number of civil status data that need to be digitized in the whole province is 851,831 cases and is divided into 2 phases.
At the end of phase 1, the digitization unit digitized household registration books (scanned books) from 2006 to 2020 and entered data into the household registration software for about 541,000 cases, reaching 100%. Data was transferred to the Ministry of Justice's household registration database for 514,000 cases; about 27,000 cases had duplicate data and could not be transferred.
Currently, phase 2 still has about 320,000 cases from 2025 and earlier that need to be digitized and updated into the civil status database of the Ministry of Justice.
To complete the plan on schedule, the Department of Justice requested the Provincial Border Guard Command to direct border posts to coordinate and send officers to support the People's Committees of communes and towns in border areas, especially in the two districts of Huong Hoa and Dakrong.
The Provincial Youth Union directs and mobilizes grassroots youth union members to play a pioneering role in supporting localities in digitizing; People's Committees of communes, wards and towns arrange and schedule reasonable work schedules, ensuring both regular work and creating conditions for mobilized forces to participate in completing the digitization of civil status data during the peak period...
Strive to complete the digitization from March 1 to March 15, and use the remaining time to review and correct errors.

Speaking at the conference, Vice Chairman of the Provincial People's Committee Hoang Nam emphasized that digitizing civil status data is not only an urgent task but also an important foundation in the process of digital transformation, modernizing state management, towards building a digital government, digital society, and better serving people and businesses.
To ensure the completion of the goal of digitizing 100% of civil status data within 20 days and nights, departments, branches, sectors, and People's Committees at all levels must identify this as an important political task, requiring focused direction and maximum mobilization of resources to complete on schedule. Heads of units must be responsible to the Provincial People's Committee if there is any delay or lack of determination in implementation.
Organize the implementation of the plan scientifically and effectively. Localities need to review and classify civil status data, and digitize it according to the instructions of the Ministry of Justice. Ensure the digitization process is strict and accurate, avoiding errors in the data entry process. Scanning civil status books, entering data into historical civil status software, reviewing and verifying information must be done synchronously, ensuring accuracy and completeness.
Requesting the People's Committees of districts, towns and cities to proactively coordinate with relevant units to mobilize forces to support digitalization work, including judicial officers, police, youth union members, IT teachers, and information technology officers. At the same time, fully prepare facilities and equipment such as computers, scanners, and internet connections to best serve the digitalization process.
The Department of Justice shall coordinate with relevant departments and branches to inspect and urge the implementation, promptly remove difficulties and obstacles that arise. The People's Committees at district and commune levels must report the implementation progress daily, ensuring publicity and transparency, avoiding delays or formalities.
The Department of Information and Communications; People's Committees of districts, towns and cities shall closely coordinate with press and media agencies to widely disseminate information about the peak period of digitizing civil status data. Thereby, creating consensus and support from the people, while enhancing the responsibility of agencies and units in implementation.
