On February 14, the Provincial Party Standing Committee issued Notice No. 2053-TB/TU announcing the Provincial Party Standing Committee's opinion on the plan to implement the Socio-Economic Development Plan and the State Budget estimate for 2025, aiming for an economic growth target of over 10%. The content is as follows:
On February 13, 2025, after listening to the report on the implementation plan of the Socio-Economic Development Plan and the State Budget estimate for 2025, aiming for an economic growth target of over 10% (Report No. 34-BC/BCSĐ dated February 6, 2025), and the opinions of the delegates attending the meeting; The Standing Committee of the Provincial Party Committee commented as follows:
1. In order to thoroughly grasp and seriously implement Conclusion No. 123-KL/TW dated January 24, 2024 of the Party Central Committee, the Provincial Party Standing Committee agreed on the basic contents of the plan to implement the Socio-Economic Development Plan and the State budget estimate for 2025 with the goal of achieving the province's economic growth rate of 10 - 10.5% proposed by the Provincial Party Committee.
2. The Provincial Party Committee directs the Provincial People's Committee and departments, branches, and localities to continue implementing the main tasks and solutions on socio-economic development in Conclusion No. 123-KL/TW dated January 24, 2024 of the Party Central Committee, Conclusion No. 821-KL/TU dated December 5, 2024 of the 34th Conference of the Provincial Party Committee, term XIX, 2020 - 2025 on the socio-economic development plan, public investment plan, state budget estimate and local budget allocation plan for 2025; At the same time, synchronously deploy the tasks and solutions of the plan to implement the Socio-Economic Development Plan, aiming for the GRDP growth target of over 10% in 2025 of Hung Yen province, contributing to bringing the country's GDP growth rate to over 8% and creating a solid foundation for the province's GRDP growth to reach sustainable double digits in the next period.
3. Request the Provincial Party Committee, Party committees, Party organizations, agencies, units, localities, especially leaders to implement:
- Thoroughly grasp, seriously and effectively implement with the highest determination, greatest effort, promote the sense of responsibility, for the development of the province and the country in achieving the target of GRDP growth of the province reaching over 10% - this is the goal and key task of the entire political system from the province to the grassroots to make achievements to welcome the Party Congresses at all levels for the 2025-2030 term.
- Develop and implement programs and action plans to achieve the GRDP growth target of over 10% with specific tasks and solutions, coordinated with specific conditions of localities, sectors, agencies and units, and at the same time clearly assign responsibilities to groups and individuals; regularly review, evaluate, inspect and supervise the implementation. In particular, it is necessary to identify key, breakthrough tasks and solutions, especially:
+ Accelerate the implementation of public investment projects, disburse public investment capital, especially large and important projects and works, creating growth momentum. Complete 100% of the public investment capital plan for 2025 to promote, lead and attract private investment.
+ Speed up the implementation of private investment projects and FDI projects in progress, especially projects in industrial parks, industrial clusters, urban areas, housing areas, residential areas, and large-scale production and business projects. Strengthen activities to promote and attract private investment and FDI.
+ Promote administrative reform, improve the business environment, enhance provincial competitiveness; create the most favorable conditions for production, business, trade and investment activities; promptly remove difficulties and obstacles for enterprises and investment projects in the province.
+ Resolutely, synchronously and effectively implement the policies and orientations of the Central and Provincial Party Committees, the Standing Committee of the Provincial Party Committee on reorganizing the apparatus of the political system in conjunction with arranging, assigning, effectively using and reducing the number of cadres, civil servants, public employees and workers.
+ Promote the application of science, technology, innovation and digital transformation according to Resolution 57-NQ/TW dated December 22, 2024 of the Politburo to create breakthroughs in science and technology development, becoming a new driving force for rapid and sustainable development.
+ Strengthen the implementation of solutions to develop high-quality human resources to meet the requirements of the goal of building Hung Yen province into a modern industrial province by 2030.
+ Resolutely and synchronously deploy tasks and solutions on site clearance to accelerate the progress of investment projects using land. Resolutely not let the situation of projects waiting for cleared site happen.
+ Successfully organize Party congresses at all levels for the 2025-2030 term in accordance with Directive No. 35-CT/TW dated June 14, 2024 and Conclusion No. 118-KL/TW dated January 18, 2025 of the Politburo and the directions, plans and conclusions of the Provincial Party Standing Committee (1).
+ Implement and complete the plan to eliminate temporary and dilapidated houses in the province before September 30, 2025. Strive to have no more poor households by the end of 2025. Implement well the policy for people with meritorious services, social security and welfare policies.
+ Urgently complete the adjustment and update of urban planning, district, town and city planning, land use planning, rural planning and technical and specialized planning, housing development programs, urban development programs in accordance with provincial planning to facilitate management, investment attraction and development according to planning. Review and develop and submit to competent authorities for approval of urban projects at provincial, district and commune levels.
+ Strengthen environmental management and protection; resolutely handle environmental pollution points. Implement investment in domestic wastewater collection and treatment systems, and centralized domestic waste treatment projects.
The Provincial Party Committee and relevant agencies shall organize implementation in accordance with Party regulations and current State laws.
