Reporter: Dear comrade, based on the directive documents of the superiors on the organization of Party Congresses at all levels for the 2025 - 2030 term, up to now, how has the Tran Yen District Party Committee directed its subordinate branches and Party Committees to prepare for the congress and move towards the District Party Congress for the 2025 - 2030 term?
Secretary of the District Party Committee Tran Anh Tuan: Closely following the leadership and direction documents of the superiors on the organization of Party Congresses at all levels for the 2025-2030 term, focusing on Directive No. 35-CT/TW dated June 14, 2024 of the Politburo on Party Congresses towards the 14th National Congress of the Party; Plan No. 178-KH/TU dated July 16, 2024 of the Yen Bai Provincial Party Committee on organizing Party cell congresses and Party committees at all levels in the Yen Bai Provincial Party Committee towards the 14th National Congress of the Party, the Tran Yen District Party Committee promptly issued Plan No. 206-KH/HU dated August 5, 2024 of the District Party Committee Executive Committee on organizing Party cell congresses and Party committees at all levels in the District Party Committee towards the 14th National Congress of the Party and documents of the district Party Committee to organize implementation. Establish 3 subcommittees, issue working regulations, assign tasks and action plans for the Document Subcommittee, Propaganda Subcommittee, serve and protect the 23rd District Party Congress for the 2025 - 2030 term.
Seriously disseminate and thoroughly implement Directive No. 35-CT/TW dated June 14, 2024 of the Politburo; plans, documents, and instructions of the province and district on party congresses at all levels towards the 14th National Congress of the Party; establish working groups of the Standing Committee of the District Party Committee to direct the congresses of party cells and grassroots party committees for the 2025-2030 term, with comrades in the Standing Committee of the District Party Committee directly acting as working group leaders to give opinions on draft documents submitted to the congress, on personnel plans and personnel proposals for the congress.
It is expected that in February 2025, 100% of the Party cells under the grassroots Party Committee will complete the organization of the Party cell congress for the 2025-2027 term. Currently, Tran Yen is directing the careful preparation of conditions to successfully organize the grassroots congress for the 2025-2030 term at the Hoa Cuong Commune Party Committee in March 2025; striving for the grassroots Party cells and committees under the District Party Committee to complete the organization of the congress before June 15, 2025 (the District Party Committee's plan is before June 30, 2025) to organize the 23rd District Party Congress for the 2025-2030 term in July 2025 (the District Party Committee's plan is before August 31, 2025).

Reporter: Dear comrade, determining that doing a good job in personnel work from the party congresses at all levels is a particularly important task. Could you please tell us your views and orientations on personnel work for the party congresses at all levels in the district?
District Party Secretary Tran Anh Tuan: Tran Yen identifies the personnel work for Party congresses at all levels as extremely important. Therefore, personnel work must be prepared carefully, thoroughly, and cautiously to select cadres and Party members who are truly exemplary in political qualities, ethics, lifestyle, virtue, talent, courage, intelligence, innovative spirit, dare to think, dare to do, dare to take responsibility, and meet the requirements of tasks in the new situation.
Faced with issues related to personnel work, closely following the documents and instructions of the Central and the province, Tran Yen district has specified viewpoints and orientations, issued documents guiding personnel work for party congresses at all levels. In particular, clearly defining the standards and conditions for Party Committee members; clearly defining the number and structure of Party Committee members, Standing Committee members and Deputy Secretaries of Party Committees.
The selection of personnel for the congress must ensure the direct and comprehensive leadership of the Party Committee in important areas and fields; attach importance to quality, not lower standards and conditions for the sake of structure. Basically, the arrangement of Party Committee Secretaries concurrently being Chairmen of People's Councils at all levels must be implemented after the election of National Assembly deputies and People's Councils at all levels for the 2026-2031 term.
Implement 100% of Party secretaries or People's Committee chairmen at the commune level who are not local people. We strive for the proportion of female Party committee members to be 15% or more and have female cadres in the Party committee's standing committee; strive for the proportion of young cadres to be 10% or more; the proportion of Party committee members who are ethnic minorities must be consistent with the characteristics, ethnic structure and specific conditions of each locality, agency, unit and not lower than the 2020-2025 term.
For villages, hamlets, and residential groups, the Party cell secretary is basically the head of the village, hamlet, or residential group or the head of the Front's working committee; the deputy Party cell secretary is not required to be in charge of Party work, but the deputy Party cell secretary is arranged to concurrently hold one of the positions of a non-professional activist in the village, hamlet, or residential group.
Reporter: To make the Party Congresses at all levels truly a great festival for the entire Party, the entire people, and the entire army in the area, on that basis, how will Tran Yen district launch emulation movements to welcome the Party Congresses at all levels, comrade?
District Party Secretary Tran Anh Tuan: In order for the Party Congresses at all levels to truly be a great festival for the entire Party, the entire people, and the entire army in the area, Tran Yen district issued a plan to launch a special emulation movement to achieve achievements to welcome the Party Congresses at all levels towards the 23rd Tran Yen District Party Congress with the theme: "The Party Committee, government, and people of all ethnic groups in Tran Yen district strive to compete and are determined to successfully complete the goals of the resolutions of the Party Congresses at all levels for the 2020-2025 term; welcome the Party Congresses at all levels towards the 23rd Tran Yen District Party Congress, term 2025-2030". Each facility, agency, unit, and locality is required to implement at least 1 typical model, part of work, or 1 practical project or work to celebrate the anniversaries of major holidays associated with welcoming the grassroots Party Congress.
Based on the practical situation, launch emulation movements associated with "Studying and following Ho Chi Minh's ideology, morality and style" and specialized emulation contents such as: emulation movement "The whole country joins hands to build new rural areas"; movement "For the poor - No one is left behind"; movement "Promoting the development of synchronous and modern infrastructure; practicing thrift, fighting waste"; "Digital transformation"; "Farmers compete in good production and business"; "Good workers, creative workers"; "Building friendly, benevolent, united, creative and integrated Yen Bai people".
Through launching a systematic emulation movement from the district to the grassroots level with many specific and practical activities, typical advanced collectives and individuals have been promptly discovered, nurtured, and replicated to create a vibrant competitive atmosphere, encourage, motivate, and create motivation to promote the successful completion of the political targets and tasks in 2025 and the Resolution of the District Party Congress for the 2020-2025 term.
PV: To complete the political tasks and plans for 2025 and the entire 2020-2025 term, could you please tell us about the key political tasks that the Tran Yen District Party Committee will focus on directing and implementing in the coming time?
Secretary of the District Party Committee Tran Anh Tuan: In 2025, closely following the Action Program No. 246, dated December 6, 2024 of the Yen Bai Provincial Party Committee on leading the implementation of political tasks in 2025, the Tran Yen District Party Committee has developed and issued Plan No. 225, dated December 16, 2024 to implement 41 main targets, of which: 14/33 targets assigned under Action Program 246 have higher levels of effort and 9 additional main targets are identified for implementation in 2025; assign specific tasks to each individual in charge and responsible for implementation. In particular, focusing on the following key tasks:
Firstly , be ready and prepare the conditions to implement the plan to arrange, merge, and consolidate the organization and apparatus of a number of agencies and units in the district according to the direction of the Central Government and the province; ensure that the agencies and units subject to arrangement operate stably immediately after the decision of the competent authority.
Second, fully prepare, ensure progress and quality of records and documents to request competent authorities to review and recognize the district as meeting advanced new rural standards in the second quarter of 2025, and make achievements to welcome the 23rd District Party Congress, term 2025-2030.
Third, we are determined to fulfill the highest political goals and tasks in 2025 and the Resolution of the 22nd Congress of the District Party Committee in the spirit that any completed targets must be strived to exceed the target while improving quality and sustainability; any uncompleted targets must be focused on all conditions and resources to complete them. Accordingly, the focus is on:
Tran Yen continues to maintain and develop specialized raw material areas with key products and specialties associated with value chains. In which: Planting 100 hectares of new mulberry, renovating 50 hectares of mulberry (increasing the total mulberry area of the district to over 1,100 hectares; planting and renovating 50 hectares of fruit trees (increasing the total fruit tree area of the district to over 1,360 hectares); cinnamon production area of 20,000 hectares, of which 12,000 hectares are specialized, 5,633 hectares of organic cinnamon are recognized as meeting standards; planting 400 hectares of new Bat Do bamboo shoots (increasing the total area of Bat Do bamboo shoots in the district to 5,017 hectares); maintaining and improving the quality of 650 hectares of tea, including 200 hectares of high-quality tea; planting 50 hectares of new medicinal plants; implementing 9 value chain linkage projects; maintaining 490 hectares of aquaculture area; maintaining and improving the quality of 50 OCOP products in the district.
Effectively deploy tasks and solutions for industrial development. Focus and resolutely implement to ensure the progress of site clearance for infrastructure construction works in Tran Yen Industrial Park. In addition, site clearance for projects: Investment in Minh Quan Industrial Park, Y Can Industrial Cluster, Bao Hung 2, Bao Minh. Prepare and be ready to carry out site clearance for the Lao Cai - Hanoi - Hai Phong - Quang Ninh railway route through Tran Yen district.
Focus on accelerating the progress of transitional projects, procedures for starting new projects in 2025; State budget collection in 2025. Pay attention to harmoniously developing culture and society with economic development, reducing poverty quickly and sustainably, practically improving the material and spiritual life and happiness index of the people. Strengthening national defense and security; maintaining political security, social order and safety. Building a truly clean, strong Party and political system that operates effectively and efficiently.
Fourth, successfully organize party congresses at all levels for the 2025-2030 term towards the 14th National Party Congress in accordance with the set content and requirements.
