The Ho Chi Minh City People's Committee has just issued a document directing departments, branches and localities on the 2024 civil servant recruitment exam.

Accordingly, the Chairman of the City People's Committee directed localities to arrange and reorganize redundant cadres and civil servants in sync with the arrangement of administrative units at district and commune levels.

Specifically, districts with administrative units expected to be rearranged (districts 3, 4, 5, 6, 8, 10, 11, Binh Thanh, Go Vap, Phu Nhuan) urgently review and develop plans to arrange and rearrange redundant staff and civil servants when implementing the Project to rearrange administrative units.

The arrangement is carried out in the direction of prioritizing mobilization and rotation from areas with surplus staff to areas with shortages of staff but not yet fully recruited according to the assigned number, to effectively promote local resources.

Ho Chi Minh City encourages coordination between districts, Thu Duc city and city departments, branches and sectors to develop a plan to ensure efficiency and suitability, minimize the number of surpluses and reduce the need for new recruitment.

After reviewing and arranging the surplus staff and civil servants, if there is still a need to recruit civil servants, a summary report will be submitted to the City People's Committee before August 31.

The Chairman of Ho Chi Minh City also assigned the heads of departments, branches, Thu Duc city and the remaining districts to coordinate with districts with administrative units to develop and implement a plan to receive surplus civil servants (if needed) for those with qualifications and capacity suitable for the vacant positions.

After developing a plan to receive surplus civil servants, localities will review and register their civil servant recruitment needs in 2024 and submit them to the City People's Committee for consideration and organize recruitment exams according to regulations.

In addition, the head of the Ho Chi Minh City government requested the Department of Home Affairs to proactively discuss with the Ministry of Home Affairs on the quality control of civil servant input. In case there is no guidance, the City's staff will agree with the Ministry to allow continued recruitment according to current regulations, meeting the urgent requirements of recruitment and placement of civil servants for Ho Chi Minh City.

At the same time, the Department presides over and coordinates with departments, branches, and sectors of districts and towns to recruit civil servants and public employees from excellent university graduates and young scientists in 2024.

Ho Chi Minh City was the first to pilot the TOD model, but it was only at the level of 'talking and forgetting to do' .
