The information was released at the 12th session of the 8th Phu Yen Provincial People's Council held on September 19. The session discussed and approved a number of important resolutions related to socio-economic development.
In this thematic session, the 8th term People's Council of Phu Yen province completed all the contents and programs set out and unanimously passed 12 important resolutions. These include the Resolution regulating the level of support for implementing the resettlement of residents; the Resolution regulating support policies for commune-level cadres, civil servants, and non-professional workers at the commune level, in villages and neighborhoods who are redundant due to the rearrangement of commune-level administrative units.
Pursuant to Resolution No. 35/2023/UBTVQH15 dated July 12, 2023 of the National Assembly Standing Committee on the arrangement of district-level and commune-level administrative units for the 2023-2030 period, the People's Council of Phu Yen province issued a Resolution stipulating support policies for commune-level cadres, civil servants, and non-professional workers at the commune, village, and residential area levels who are redundant due to the arrangement of commune-level administrative units for the 2023-2025 period in the province.
Accordingly, the subjects of application are commune-level cadres and civil servants who are redundant due to the rearrangement of commune-level administrative units in the 2023-2025 period; non-professional workers at the commune, village and residential area levels who are redundant due to the rearrangement of commune-level administrative units in the 2023-2025 period and are dismissed by competent authorities within 12 months from the effective date of Resolution No. 35/2023 of the National Assembly Standing Committee.
Surplus commune-level cadres and civil servants who have to quit their jobs, in addition to the regimes and policies implemented according to the provisions of the Government's Decree on retirement, termination of employment, and staff streamlining, will be supported by the provincial budget with a one-time 6-month salary of the most recent month before quitting their jobs (excluding public service allowances and concurrent allowances), including: Salary according to coefficient, position allowance, seniority allowance beyond the framework, seniority allowance (if any).
Non-professional workers at the commune, village and residential area levels who are redundant and must resign outside the regime and policies implemented according to the provisions of the Government's Decree on streamlining the payroll will receive one-time support from the provincial budget according to the number of years of work. For each year of work, they will receive 1.3 months of current allowance for the position they are holding in the most recent month before resigning (not including concurrent allowance).
According to the report of the People's Council of Phu Yen province, the whole province has 5 commune-level administrative units of Tuy Hoa city that are subject to rearrangement. The number of officials, civil servants and non-professional workers in the established and merged units affected is 255 people, including 163 officials, civil servants and 92 non-professional workers.
Along with that, the People's Council of Phu Yen province also stipulates the level of support for the implementation of stable population arrangement in the province until 2030. For households and individuals who have to relocate their houses urgently according to the decision of competent authorities, it is 30 million VND/household; support for building new houses for households and individuals who have to move their houses to a new place; households and individuals who have lost their houses is 30 million VND/household; for poor and near-poor households, it is 40 million VND/household...
Ms. Cao Thi Hoa An, Standing Deputy Secretary, Chairwoman of the People's Council of Phu Yen province, said that with the motto of being proactive, flexible, accompanying and responsible in implementing political tasks, the Provincial People's Council considered and decided on a number of contents on mechanisms and policies. This is the legal basis for directing and implementing the socio-economic development tasks of the province in the coming time; demonstrating the timely companionship of the Provincial People's Council with the Provincial People's Committee in implementing the assigned socio-economic development tasks in 2024 and the following years.
