(Dan Tri) - Regarding the arrangement and placement of human resources after streamlining the apparatus, the Spokesperson of the Ministry of Home Affairs affirmed that there must be outstanding policies, strong enough to both streamline the apparatus and pay attention to the wishes of cadres.
At the regular Government press conference in November on the afternoon of December 7, Chief of Office, Spokesperson of the Ministry of Home Affairs Vu Dang Minh answered about the policy and handling direction related to the regime for cadres subject to streamlining and streamlining the payroll in the coming time. Mr. Minh said that this is the content that has been receiving attention for more than a week now. There must be a strong and outstanding policy. In order to carry out the streamlining of the apparatus according to the direction of the General Secretary, the Central Executive Committee, the Government Steering Committee has assigned the Ministry of Home Affairs to study and develop a strong and outstanding policy mechanism, as a basis for arranging and streamlining cadres when arranging. "This is a sensitive and complicated issue, with a great impact on society but requires quick action," Mr. Minh emphasized and said that the Ministry of Home Affairs is drafting a decree related to this content. Currently, the Ministry of Home Affairs is assessing the impact, conducting multi-dimensional and thorough research to ensure the feasibility of the policy after its promulgation. In particular, according to Mr. Minh, the promulgated policy must ensure appropriate solutions for cadres and civil servants in the apparatus who wish and need to transfer to other areas and no longer work in state agencies. The spokesperson of the Ministry of Home Affairs also emphasized the goal of having a mechanism to retain talented people, ensuring the principle of building a civil service in the direction of real talent, attracting talented people at home and abroad. Referring to the process, Mr. Minh said that the Ministry of Home Affairs is drafting a draft, asking for opinions from the Party Committee of the Government and the Government Steering Committee to implement Resolution 18. After that, it will submit it to the Central Steering Committee and the Politburo for opinions. After receiving opinions from the Politburo, it will be submitted to the Government for consideration and approval according to a shortened process to have a policy for immediate implementation, in sync with the project. "The Ministry of Home Affairs is focusing on working day and night with other ministries and branches in the spirit of running and lining up at the same time," Mr. Minh emphasized. As evidence, he said that the Ministry of Home Affairs and the Ministry of Labor, War Invalids and Social Affairs have sat down together, agreed on the arrangement plan, and submitted it to the Government Steering Committee for comments, from the work of asset statistics, staff, and developing plans... Regarding the issue of arranging and reorganizing people, Mr. Minh reaffirmed that there must be an outstanding and strong enough policy with the spirit of "ensuring the goal of streamlining and improving the quality of the staff but at the same time ensuring stable development", paying attention to the legitimate thoughts and aspirations of cadres and civil servants. Along with the streamlining policy, according to Mr. Minh, it is also necessary to calculate and prioritize the arrangement of people with outstanding qualifications, qualities, and abilities, experience, seniority, prestige, and deep expertise in the field of the industry. In addition, it is necessary to ensure the principle of consensus between both parties and the agreement of the head of the agency. It is not possible to count the number of cadres affected by the rearrangement. In a further response on the sidelines of the press conference, the Spokesperson of the Ministry of Home Affairs said that it is not yet possible to count the number of cadres, civil servants, and public employees who may be affected by the rearrangement. Currently, the agencies are building a framework for the apparatus, then there will be plans, calculations, transfers, and job arrangements for each apparatus according to the principle that people are attached to work. With the requirement to reduce 15-20% of the internal apparatus, Mr. Minh said that from the construction of the apparatus, it will be calculated how many people are needed to operate. In the case of merging functional units, departments, and offices, if there is a surplus, it will be calculated to retain those who are still of age, have the capacity, qualities, and development orientation, and there will be a mechanism to dismiss them, as with those who are about to retire. "For those with high qualifications, experience, knowledge, capacity, and deep understanding to work immediately, it is also necessary to calculate a plan to retain talented people. This will be done immediately when the plan is approved," said Mr. Minh.
According to the plan of the Government Steering Committee on the implementation of Resolution 18, it is expected that the organization of the Government for the XV and XVI tenures (2026-2031) will be streamlined to include 13 ministries, 4 ministerial-level agencies (reducing 5 ministries) and 4 government agencies (reducing 4 government agencies). The Steering Committee requires the implementation of the arrangement and streamlining of the Government's organization and the internal organization of ministries, ministerial-level agencies and government agencies with the goal of reducing at least 15-20% of internal organizational units (except for the Ministry of Public Security and the Ministry of National Defense, which will be implemented according to the decision of the Politburo), excluding organizations subject to consolidation and merger due to overlapping functions and tasks when implementing the plan to consolidate ministries.
