Synchronously implementing all stages of personnel work, especially linking planning with training, since the beginning of the term, Dai Loc district has sent 135 cadres for training.
In addition, every year, dozens of cadres and civil servants are sent to attend training courses to update new knowledge, improve professional skills in party work, and train leaders and managers at district and department levels according to the province's training plan. Currently, 100% of leaders and managers at all levels have been trained according to their positions; the majority of cadres planned for leadership and management positions have been trained according to their planned positions.
The rotation of cadres is also promoted by Dai Loc, aiming to innovate the working environment, creating conditions for cadres, especially young cadres, to be trained, practiced, and challenged in different fields and working areas. From there, accumulating experience and working capacity in practice, helping cadres mature more comprehensively, meeting the immediate and long-term cadre work requirements of the entire political system.
According to Mr. Nguyen Hao - Secretary of Dai Loc District Party Committee, the rotation of cadres is carried out in a democratic, objective, public, transparent manner, closely linked to the planning and training of cadres; associated with the policy of arranging party secretaries who are not local people. By the end of 2023, 100% of the secretaries of communes and towns in Dai Loc will not be local people.
Cadres transferred to new units and localities have all affirmed their capacity, promoted their roles and responsibilities, proactively learned, closely followed their work, actively contributed their efforts and intelligence, and together with the leadership, direction and organization, performed well the political tasks at the grassroots level. The majority of cadres after rotation have become more mature, accumulated practical experience in leadership and management, and have been appointed and recommended to run for equal or higher positions.
Mr. Nguyen Hao said that doing a good job in personnel work is decisive to the successful implementation of local tasks. Accordingly, the Standing Committee of the District Party Committee and Dai Loc District Party Committee clearly defined the viewpoint: cadres do not seek the Standing Committee of the District Party Committee or the Party organization in planning, promotion, and appointment, but on the contrary, the Standing Committee of the District Party Committee and the Party organization must seek cadres. Clearly defining such a viewpoint allows the district to monitor, evaluate, and include them in planning, training, promotion, and appointment; avoid group and local interests; maintain solidarity and unity, and find cadres with virtue, talent, dedication, and responsibility for the locality.
Training in practice
Based on the demands of the local movement and the practice of cadres, from 2021 to present, Tam Ky City Party Committee has appointed, reappointed, introduced candidates, transferred, and rotated 74 cadres and civil servants.
In particular, according to Tam Ky City Party Secretary Nguyen Thi Thu Lan, Tam Ky has drastically implemented the rotation of cadres to innovate the working environment and train cadres from practice.
Of which, 12 young cadres with development prospects, who are leaders of departments, have been transferred to take up the positions of secretaries and chairmen of People's Committees of communes and wards, and 7 comrades have been transferred horizontally to Party secretaries of communes and wards; 64 cadres, civil servants and public employees have been transferred to different positions.
“The process of transferring and rotating the Party Committee Secretary at the commune level who is not a local person is basically favorable. Most Party Committees at all levels and rotated cadres highly agree with the policy of the Standing Committee of the Tam Ky City Party Committee, affirming that this is the correct policy of the Party, consistent with reality, contributing to better promoting the capacity and strengths of cadres. Thereby training cadres, at the same time helping each locality to have a new step of development” - Ms. Lan acknowledged.
With the proportion of ethnic minorities accounting for 80%, in recent years, the Standing Committee of Nam Giang District Party Committee and its subordinate Party Committees have always paid attention to improving the quality of ethnic minority cadres. This is considered a particularly important task contributing to improving the effectiveness of state management, building a strong political system, developing the socio-economy, and strengthening the great solidarity of ethnic groups in the district.
Notably, in order to concretize Resolution No. 21 dated February 10, 2022 of the Provincial Party Committee Standing Committee, up to now, the proportion of cadres, civil servants and public employees who are ethnic minorities in general and the proportion of leaders and managers at district and commune levels who are ethnic minorities in particular are gradually increasing compared to the proportion of ethnic minority population in the district. Mr. Le Van Huong - Secretary of Nam Giang District Party Committee said that the locality has achieved high results in implementing the targets set out in Resolution No. 21.
Specifically, ethnic minority cadres participating in district-level Party committees account for 62%/50%; ethnic minority leaders and managers at department level account for 55%/35%; and ethnic minority key leaders at district level hold 3/4 of their positions.
"The district pays attention to mobilizing and rotating cadres to the grassroots or between localities, agencies and units to ensure the reinforcement of cadres for necessary areas and fields, and to meet the requirements of training cadres through practice in difficult places," said Mr. Huong.
According to Phan Van Binh, Head of the Provincial Party Committee's Organization Board, in the coming time, Quang Nam will continue to focus on concretizing the Party's policies and guidelines on cadres and cadre work; especially the policies: The head selects and introduces cadres in the planning to carry out the election process, appointing his/her deputy; the Party Committee secretary introduces to elect members of the Standing Committee and is responsible for his/her introduction; delegate authority to the head to appoint cadres in the planning, dismiss direct subordinate leaders and be responsible for his/her decisions... ensuring synchronization, connectivity, and unity in the political system from the province to the grassroots and in accordance with reality. Strongly innovate the work of recruiting, training, promoting, appointing, rotating, transferring, and evaluating cadres in a substantive direction, because finding people, on the basis of specific measurable products, has no forbidden areas, no exceptions in evaluating cadres. There is an effective mechanism to screen and remove from work those who do not have the qualities, abilities, and prestige and to employ those with outstanding abilities...
