On the morning of September 5, at the Presidential Palace, General Secretary and President To Lam presented the Decision appointing the Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam to the Lao People's Democratic Republic.

On behalf of the Party and State leaders, General Secretary and President To Lam congratulated Mr. Nguyen Minh Tam, Deputy Head of the Central External Relations Commission, on being honored by the Party and State to be entrusted with the important responsibility of being the Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam to Laos.

Assigning the task to the appointed Ambassador, the General Secretary and President stated that Vietnam and Laos are two neighboring countries with a close, special, close-knit relationship; they play an important role and position in Vietnam's security and development, and are also a top priority in Vietnam's foreign policy. The great friendship between Vietnam and Laos has been built, nurtured and developed by generations of leaders and people of the two countries, and is a valuable asset of the two nations. Therefore, the assignment of comrade Nguyen Minh Tam as Ambassador Extraordinary and Plenipotentiary of Vietnam to Laos demonstrates the Party and State's appreciation and trust in his capacity, qualifications and qualities.

The General Secretary and President expressed his belief that with his extensive experience in foreign affairs, Comrade Nguyen Minh Tam will promote the diplomatic tradition of his ancestors, make good use of the Ho Chi Minh era's foreign affairs and diplomacy school as well as the spirit of "helping friends is helping oneself", continue to make efforts to contribute to the unceasing consolidation and nurturing of the Vietnam - Laos relationship in all fields, bringing practical benefits to the Party, State and people of the two countries. The General Secretary and President requested the appointed Ambassador to constantly train his political qualities, cultivate himself, maintain the image of a foreign affairs officer in the eyes of the Lao Party, State and people; uphold the spirit of solidarity, set an example, discipline, at our Embassy in Laos as well as at our other representative agencies in Laos. Quoting President Ho Chi Minh's teaching that "A career is made by unity", the General Secretary and President said that to be united, discipline must be strict, the collective must be democratic and fair, and great attention must be paid to promoting the exemplary spirit of the leader.

The General Secretary and President requested Comrade Nguyen Minh Tam to continue to promote the work of grasping the situation, researching, forecasting, and advising on both strategies and tactics not only for Vietnam, to contribute to making the relationship between the two countries increasingly better, closer, and more cohesive, especially in the context of the increasingly complicated developments in the world and the region. Along with that, promoting the role of Head of the representative agency, being a bridge to help connect and develop the special relationship between Laos and Vietnam, in terms of politics - diplomacy, economics - trade, culture, tourism... encouraging large and prestigious Vietnamese enterprises to invest in Laos, actively contributing to the socio-economic development of the neighboring country; well organizing foreign affairs activities between the two countries and urging inspection and guidance on the implementation of high-level agreements between the two Parties and the two countries; promoting and expanding cooperation between departments, ministries, branches, and localities of the two countries, especially border localities. Speaking at the inauguration ceremony, Comrade Nguyen Minh Tam said that along with the honor, he also deeply realized that taking on the new position is associated with many heavy responsibilities, difficulties and new challenges, requiring him to continue to learn, improve himself and make constant efforts, especially in the context of the complicated and unpredictable developments in the world and region. The appointed Ambassador affirmed that he will continue to work and devote himself to the common interests, constantly learn, cultivate, be impartial, not afraid of difficulties, strive to practice, unite with the collective of the Vietnamese Embassy in Laos, continue the achievements of previous Ambassadors, and contribute to the common achievements of the country. Comrade Nguyen Minh Tam affirmed that he will closely follow the foreign policy of the 13th National Congress, the National Diplomatic Conference, the conclusions of the Central Committee, the Politburo and the Resolutions of the National Assembly and the Government to synchronously and effectively implement our foreign affairs activities in Laos; Strengthening strategic research and advice for Party and State leaders in relations with Laos; promoting the work of building the diplomatic sector, including promoting the spirit of dedication to serving the Party, the Fatherland, serving the people, serving ministries, sectors, localities and enterprises, implementing foreign affairs and socio-economic development. The appointed Ambassador pledged to make efforts to develop the Vietnam - Laos relationship in depth and effectively in all fields, in which political relations are the core, guiding the overall cooperation between the two countries; at the same time, strengthening the pillars of defense, security and foreign affairs cooperation, creating breakthroughs in economic cooperation, considering this an important foundation, including strengthening the connection between the two economies of Vietnam - Laos, between the three economies of Vietnam - Laos - Cambodia in terms of institutions, infrastructure, energy, telecommunications, and tourism. The Ambassador hopes to continue receiving guidance from the General Secretary and President and support from the Ministry of Foreign Affairs and relevant ministries and branches to be able to fulfill his duties, worthy of the expectations of the leaders of the two Parties and two countries in consolidating and enhancing the special Vietnam-Laos relationship to new heights.
