On the afternoon of June 30, at the National Assembly House, National Assembly Chairman Vuong Dinh Hue received Director General of the International Labor Organization (ILO) Gilbert F. Houngbo.

National Assembly Chairman Vuong Dinh Hue highly appreciated the working visit to Vietnam by the ILO General Director and said that this is a great opportunity for the ILO and the Ministry of Labor, Invalids and Social Affairs, and the Government of Vietnam to discuss cooperation contents and solutions to harmoniously solve labor problems as well as initiatives to solve current global issues and challenges.

Director General Gilbert F. Houngbo sincerely thanked National Assembly Chairman Vuong Dinh Hue for taking the time to meet him; assessed that Vietnam has had a very good recovery process after the Covid-19 pandemic and achieved progress in implementing socio-economic development goals.

Emphasizing that ILO and Vietnam have been effective cooperation partners over the past time, the ILO Director-General stated that in the context of countries recovering from the pandemic and facing complicated developments in the international situation, ILO wishes to further strengthen cooperation with member countries to jointly recognize and overcome current global challenges.

The National Assembly Chairman assessed that the ILO has always been a very important and reliable partner of Vietnam. The ILO Office in Vietnam has made great contributions to the socio-economic development of Vietnam, especially in the field of labor and employment. In particular, the ILO has supported Vietnam a lot in the process of building a labor law system, especially the process of building the first Labor Code in 1994, and the amendments in 2012 and 2019.

Notably, in the 2019 Labor Code, the Vietnamese National Assembly decided to significantly increase the retirement age compared to the previous implementation level, but this decision achieved high consensus. This is the experience that Vietnam has learned from the sharing of the ILO and other countries in implementing the roadmap to increase the retirement age.

ILO has also supported Vietnam in drafting Central Resolutions related to reforming wage and social insurance policies; researching and ratifying ILO basic Conventions...

As the head of the legislative body, the National Assembly Chairman said that he is very interested in continuing to specify and guide the implementation of the provisions of the Labor Code, and in studying and ratifying the remaining ILO Convention (Convention 87). Vietnam has a plan and roadmap for reviewing and ratifying this Convention; at the same time, it has also discussed with international agencies, organizations, and partners to participate in current global initiatives.

Discussing issues of concern to the ILO Director General, the National Assembly Chairman stated that Vietnam is one of the first countries to reach the finish line in implementing the United Nations Millennium Goals.

At the 132nd Inter-Parliamentary Union (IPU) Assembly, based on the initiative of the Vietnamese National Assembly, the IPU adopted the Hanoi Declaration on Sustainable Development Goals. Subsequently, the Vietnamese National Assembly was also one of the first legislative bodies in the IPU to update the sustainable development goals on its agenda.

The National Assembly Chairman affirmed that sustainable development on economic, social and environmental pillars has always been Vietnam's consistent policy. Regarding labor, Vietnam advocates building harmonious, stable and progressive labor relations. The State plays a coordinating role between employers (represented by the Vietnam Confederation of Commerce and Industry - VCCI) and employees (represented by the Vietnam General Confederation of Labor).

Vietnam is also accelerating the restructuring of its growth model, implementing three strategic breakthroughs in institutions, infrastructure and human resources. The National Assembly has approved three national target programs on sustainable poverty reduction, new rural construction and socio-economic development in ethnic minority and mountainous areas.

Presenting his views on equitable energy transition, the National Assembly Chairman stated that Vietnam is determined to develop rapidly but sustainably and inclusively. The biggest goal is stated in the Platform of the Communist Party of Vietnam and the 2013 Constitution: “Rich people, strong country, democracy, fairness, and civilization”.

Vietnam is also implementing two 100-year goals: By 2030, the 100th anniversary of the founding of the Party, it will be a developing country with modern industry and high average income; by 2045, the 100th anniversary of the founding of the country, it will become a developed country with high income. This is also the political and economic basis for Vietnam to make commitments at the COP26 Conference to achieve net zero emissions by 2050.

Emphasizing that the support of the international community is important for Vietnam to achieve these goals, the National Assembly Chairman said that Vietnam welcomes and supports any regional or global initiative towards this goal.

The Vietnamese National Assembly is focusing all efforts on building a legal system and development-enabling institutions, especially to serve two very important transformations in the coming time: equitable energy transition and digital transformation. Vietnam is also striving to increase the contribution of the digital economy to GDP to about 20% by 2025 and 30% by 2030.

The National Assembly Chairman hopes that the ILO and the ILO Office in Vietnam will support the Ministry of Labor, Invalids and Social Affairs in the process of researching, reviewing, evaluating and making important decisions on global initiatives.

Director General Gilbert F. Houngbo thanked the National Assembly Chairman for his comprehensive and in-depth sharing; at the same time, he said that if Vietnam actively considers becoming one of the pioneering countries to participate in implementing the United Nations Secretary-General's initiative on the Global Agenda for Promoting Employment and Social Protection, towards a Just Transition and the Global Alliance for a Just Transition, this will be a great opportunity to connect support resources, and realize the goals of balancing social and economic benefits.

At the meeting, the ILO General Director said that representatives of United Nations organizations in Vietnam shared that currently, some development cooperation projects are wasting resources due to delays in investment procedures; and wished to work with Vietnam to promote this issue.

Sharing about the solutions that the Vietnamese Government and National Assembly have been implementing to overcome the delays of these projects, National Assembly Chairman Vuong Dinh Hue hopes that development partners will join hands with Vietnam and make more efforts to both comply with the provisions of the Loan Agreement and harmonize with Vietnamese law.
