In the first two months of 2025, the province's determination and proactive spirit have been effectively materialized in implementing the Central Government's directives with strategic breakthroughs in all fields. From administrative reform, investment attraction, infrastructure development to economic growth and digital transformation, Nam Dinh province is creating a new look - modern, dynamic and full of potential.

Outstanding results
Speaking at the meeting to assess the socio-economic situation in the first two months of the year and deploy key tasks for March 2025, Comrade Le Quoc Chinh, Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council highly appreciated the strong participation of the entire political system in closely following and seriously implementing the Central's instructions, in order to promote the successful and comprehensive implementation of the province's socio-economic development tasks.
The province has summarized Resolution No. 18-NQ/TW of the Central Executive Committee (term XII) and completed on schedule the work of arranging and streamlining the organization of the Provincial People's Committee and District People's Committees according to the goal of "Refined - Compact - Strong - Effective - Effective - Efficient", creating the premise for a smooth and professional operation. Since March 1, 2025, the rearranged units have been operating stably, ensuring uninterrupted operations and service to people and businesses. Project 06 on developing population data, identification and electronic authentication continues to be effectively implemented, contributing to the building of e-government and improving public management efficiency. Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology development, innovation and national digital transformation is being actively directed by the province to implement.
The whole province has completed the spring rice planting within the best time frame; strictly controlled diseases in livestock and poultry, ensuring stable and sustainable agricultural production. The province continues to maintain its position as one of the leading localities in building new rural areas (NTM) with impressive results: 97.9% of communes meet advanced NTM standards; 37% of communes meet model NTM standards; Truc Ninh and Xuan Truong districts have been unanimously approved by the Central Appraisal Council to submit to the Prime Minister for recognition as advanced NTM districts in 2024.
In the context of many challenges in the global economy, the province still maintained impressive growth momentum with positive economic indicators in the first two months of the year. Compared to the same period last year: Industrial production increased by 17.69%; in which the processing and manufacturing industry had the highest growth rate (up 17.95%), most of the main products had quite good growth. Total retail sales of goods and service revenue were estimated at 14,608 billion VND, up 14.7%. Export turnover of goods was estimated at 692.7 million USD, up 26.3%; import turnover of goods was estimated at 520.5 million USD, up 28.1%; total state budget revenue in the area reached 2,625 billion VND, equal to 17% of the year's estimate and up 86%... The above figures reflect the internal capacity of the economy, and also show a positive signal about the province's investment environment.
In the first two months of 2025, the province continued to make breakthroughs in infrastructure investment, in which, transport infrastructure had important developments with the organization of the Lac Quan bridge closing ceremony, basically completing Ben Moi bridge, and urgently implementing strategic routes such as Nam Dinh - Lac Quan - Coastal road. The province has decided to establish industrial parks: Nghia Phong (Nghia Hung), Xuan Tien 2 (Xuan Truong), Nam Thanh (Nam Truc), Yen Chau (Giao Thuy), Hop Hung and Kim Thai (Vu Ban); approved the planning and implemented the following procedures to invest in the construction of industrial parks: Hai Long (Giao Thuy), Nam Hong (Nam Truc), Minh Chau (Nghia Hung), Xuan Kien (Xuan Truong). Notably, the Hai Long Industrial Park project (VSIP Nam Dinh) phase 1 has been approved by the province for investment policy with a total capital of nearly 2,250 billion VND, promising to become a big boost for the industry. The province also deployed the task and master plan for the construction of Ninh Co Economic Zone according to Decision No. 88/QD-TTg dated January 14, 2025 of the Prime Minister. This series of key projects not only helps connect the core industrial and service areas, but also creates favorable conditions for Nam Dinh to expand urban space, improve logistics capacity and attract new investment capital flows. Investment promotion and attraction work continues to be focused on leadership, direction and implementation and has achieved many positive results; currently, many large domestic and foreign investors are interested in learning about and investing in the province. In the first two months of 2025, the province has newly granted and adjusted capital increase for 20 projects, with a total registered capital of up to VND 8,311 billion and USD 36.1 million, a significant increase compared to the same period last year.
Determined to achieve growth target
Implementing Resolution No. 25/NQ-CP dated February 5, 2025 of the Government on ensuring the national growth target of 8% or more in 2025, the Provincial Party Committee issued Action Program No. 55-CTr/TU dated February 28, 2025, the Provincial People's Committee issued Plan No. 26/KH-UBND dated February 18, 2025 setting the target of GRDP growth of the province in 2025 at 10.5% or more; at the same time, organizing dissemination and directing all levels and sectors to focus on drastic, synchronous and effective implementation. The province determined that this is the time for Nam Dinh to make a strong breakthrough, taking advantage of every opportunity to accelerate the implementation of key and focal tasks.
According to Chairman of the Provincial People's Committee Pham Dinh Nghi: “Although departments, branches, offices and divisions have just been reorganized after the work of streamlining and streamlining the organizational apparatus, all levels and branches need to proactively deploy tasks, ensuring the system operates continuously, without interruption affecting the operations of agencies, units, businesses and people's lives. In particular, it is necessary to focus on seriously implementing policies on streamlining and streamlining the organizational apparatus according to the conclusions of the Politburo, creating high consensus among cadres, party members and people. Heads of agencies and units must be exemplary, dare to think, dare to do, dare to take responsibility, and truly be the locomotive in performing tasks. Units need to focus highly on key tasks and solutions, breakthroughs to promote economic growth, urge the rapid implementation of investment procedures for key projects and promote disbursement of public investment capital, creating a solid premise for the breakthrough period of 2026-2030".
In line with the province's direction, departments, branches, sectors and localities are taking action with high determination, strong spirit of action and ensuring that key tasks are implemented closely following local realities, ensuring maximum economic potential. In particular, focusing on tightening financial discipline, synchronously and flexibly implementing solutions to collect taxes, fees and charges; strictly managing tax refunds, ensuring the right subjects and policies; drastically implementing digital transformation, mandatory regulations on electronic invoices for all sectors and fields. Strictly controlling, ensuring economical and effective budget spending; striving to complete the general inventory of public assets before June 1, 2025 and will effectively manage and use public assets after restructuring and merger. At the same time, promoting the application of technology and digital transformation to improve management efficiency and serve businesses; Resolutely concretize Resolution 57 of the Politburo on scientific and technological breakthroughs and digital transformation with solutions suitable to local realities. Continue administrative reform, improve the quality of services for people and businesses and ensure a transparent and open investment environment. In addition, the province directs to tighten administrative discipline and order, requiring heads of agencies and units to be exemplary, dare to think, dare to do, dare to take responsibility. Inspection and supervision work will continue to be strictly implemented, resolutely and strictly handle violations. Land and environmental management work will be disciplined and continue to improve the efficiency of resource use; strictly control public land funds, strictly handle slow-to-implement projects; in March 2025, the adjustment of land use planning and plans for 2025 will be completed; speed up the progress of developing a new land price list to be applied from January 1, 2026.
Currently, sectors and localities are strengthening close coordination, promoting the implementation of planning work, especially continuing to implement the contents of the Provincial Planning for the period 2021-2030, with a vision to 2050. In particular, the Department of Finance is in charge of implementing the contents of the Provincial Planning, the Provincial Industrial Park Management Board focuses on developing a project to establish the Provincial Economic Zone and Industrial Park Management Board. In particular, the province focuses on establishing the tasks and projects of the General Planning for the construction of Ninh Co Economic Zone, at the same time completing the zoning plan and detailed planning to attract investment, ensuring synchronous and systematic development. The Department of Construction, departments, sectors, People's Committees of districts and cities continue to develop zoning plans and detailed planning of approved general plans to attract investors; at the same time, organize public announcement, management, and good implementation of approved plans.
Site clearance work has also been promoted, creating favorable conditions for key projects such as: Ninh Binh - Hai Phong Expressway (section through Nam Dinh); Ninh Cuong Bridge, Dong Cao Bridge (Unit 2); Hai Long and Trung Thanh Industrial Parks; My Thuan, Thang Cuong, Xuan Tien 2, Nam Thanh Industrial Parks and concentrated residential and urban area projects. Departments, branches, and the Provincial and Municipal Construction Investment Project Management Boards urge contractors to speed up the progress of ongoing projects and works to ensure progress, especially key projects, ensuring progress in accordance with the direction of the Provincial People's Committee, including: Phase II of the project to build a development axis road connecting the Nam Dinh province's marine economic zone with the Cau Gie - Ninh Binh Expressway (Provincial Road 490); the new Nam Dinh - Lac Quan - coastal road (Provincial Road 484); the bridge over the Dao River; Southern axis road of Nam Dinh city (section from Vu Huu Loi street to National Highway 21B); Provincial General Hospital; projects under the Socio-economic Recovery and Development Program (Project to build a bridge over the Day River connecting Nam Dinh province and Ninh Binh province, Project to invest in building a Center for Disease Control (CDC)... Real estate and urban development are determined not only to expand living space but also to play an important role in promoting the economy. Therefore, districts and cities proactively exploit resources from land auctions, while speeding up the progress of urban and residential area infrastructure. One of the notable projects is the Bai Vien social housing project with a total investment of over 900 billion VND, expected to start construction in April 2025, contributing to solving housing needs and attracting high-quality workers to the province.
In the industrial sector, the province continues to promote investment attraction and support business development. Major projects such as Quanta, JiaWei, Sunrise Material... are being given maximum conditions for investment implementation, in parallel with promoting two steel factories of Xuan Thien in Nghia Hung. In 2025, the province strives to start construction of a series of new industrial parks, such as Trung Thanh (June 2025), Hai Long (quarter III/2025), along with speeding up the approval of Nam Hong, Minh Chau, Xuan Kien industrial parks; promoting related tasks to soon invest in the construction of industrial parks that have been decided to be established in order to expand industrial space, create momentum to attract domestic and FDI investors and create a spillover effect, promoting the socio-economic growth of the province. The Department of Agriculture and Environment together with localities directs the good work of caring for and protecting crops (rice, flowers). Prevent and control diseases for crops, livestock, and aquatic products, ensuring stable production. Continue to promote the construction of new rural areas towards the goal of Giao Thuy district meeting the model new rural standards, Nam Truc and Hai Hau districts meeting the advanced new rural standards. Along with that, the province strongly implements measures to respond to climate change, control violations of dikes and irrigation, and accelerate the progress of centralized domestic water supply projects, ensuring clean and sustainable water sources for people. In particular, the project to upgrade the irrigation system to adapt to climate change (ADB capital) will be guaranteed conditions to start construction in the third quarter of 2025, creating an important turning point in protecting water resources.
With a determined, synchronous spirit and strong solutions, Nam Dinh is gradually realizing the GRDP growth target of 10.5% or more in 2025, creating a solid foundation for a breakthrough in the 2026-2030 period.
