On the morning of May 16, the Supervisory Delegation No. 51 of the Provincial People's Council, headed by Vice Chairman of the Provincial People's Council Tran Phu Hung, had a working session with the Provincial People's Committee to supervise the implementation of policies and laws on innovation of the organizational and management system, improving the quality and efficiency of operations of public service units (PSUs) from 2018 to 2023 in the province. Receiving and working with the delegation were Vice Chairman of the Provincial People's Committee Vo Van Canh and representatives of relevant departments, branches and sectors.

According to the report, as of December 31, 2022, the whole province has 1,074 public service units (including 7 units under the Provincial People's Committee; 128 units under departments, branches and equivalents; 939 units under district-level People's Committees) with 39,782 employees. In the period of 2018 - 2022, the Provincial People's Committee directed agencies and units to reduce 104 public service units, streamline 3,067 civil servant positions compared to 2018, ensuring the completion of the goals set out in Resolution No. 19-NQ/TW, contributing significantly to improving the quality and efficiency of the operations of public service units.

The organization and innovation of the organizational and management system, improvement of the quality and efficiency of the activities of the public service delivery units in the province have basically achieved the set goals. After the reorganization, the units have been operating stably, the organizational structure is streamlined, and the operation is effective and efficient; the settlement of policies and regimes for the surplus staff and the termination of contracts for employees are carried out in accordance with the provisions of law.

Awareness of party committees at all levels, authorities, cadres, party members and workers about the position and importance of arranging public service delivery units has been gradually raised, creating a premise for the socio-economic development of the province.

In addition to the achieved results, the process of implementing the task of innovating the organizational system; managing, improving the quality and efficiency of the operations of public service units in the province still faces many difficulties such as: the merger and consolidation of separate points of educational service units are still inadequate due to the lack of concentration of population and large area; in the process of implementing the organizational arrangement, agencies and units are still confused in personnel work, especially the arrangement, settlement, implementation of regimes and policies for the number of redundant cadres, civil servants, and public employees in leadership and management, while there are no specific regulations and instructions; the development of financial autonomy plans for public service units and their submission for approval is still slow; the number of public service units with conditions to switch to self-insurance of regular expenditures and the number of units that self-insurance of a part of regular expenditures are still limited...

At the working session, members of the Supervisory Delegation requested the Provincial People's Committee to clarify some contents such as: Number of units that need to be merged and dissolved; rearrangement of the network of preschool and general education facilities in the province and solutions in the coming time; the situation of using labor contracts for professional work in public service units; the operational efficiency of public service units in the province after the merger; the development of a project on job positions at public service units according to Decree 106/2020/ND-CP of the Government...

Along with clarifying the contents of the requirements raised by the Supervisory Delegation, the Provincial People's Committee recommends that the Supervisory Delegation consult with competent authorities to promptly issue a Circular guiding Decree No. 106/2020/ND-CP dated September 10, 2020 of the Government on job positions and number of employees in the Public Service; consider and review to allocate the staffing level in accordance with the situation of each locality, considering provinces and cities in mountainous areas, areas with particularly difficult socio-economic conditions, and ethnic minority areas; request the Ministry of Home Affairs to consider and report to competent authorities to reduce the staffing level by 2030 to 5% compared to the number assigned in 2021 or request a suitable mechanism for localities with difficult economic conditions such as Dak Lak province; at the same time consider adding 3,080 educational career positions to Dak Lak province...

Concluding the working session, Vice Chairman of the Provincial People's Council, Head of the Supervisory Delegation Tran Phu Hung acknowledged the achievements in the leadership and direction of the Provincial People's Committee in the past time. He suggested that in the coming time, the Provincial People's Committee should pay attention to implementing a number of key contents such as: Continuing to strengthen the effective implementation of policies and laws on innovation of the organizational and management system, improving the quality of operations of affiliated public service units; directing the review, summary, and comprehensive assessment of the arrangement and innovation of the organizational and management system; having specific plans and solutions to promote the arrangement of public service units in all fields; regularly paying attention to directing public service units to seriously implement the reception, arrangement, use, and improvement of the quality of civil servants, laborers, and arrangement of redundant leaders and managers; guiding and creating conditions for public service units to overcome difficulties, actively innovate, improve the quality and efficiency of operations, etc.
