Today, December 23, the People's Committee of Quang Tri province held a conference to deploy the arrangement and reorganization of the apparatus of agencies and units under the local government sector of the province. According to the guidance in Official Dispatch No. 24/CV-BCĐTKNQ18 dated December 18, 2024 of the Steering Committee on Summarizing the implementation of Resolution No. 18-NQ/TW of the Government, specialized agencies and agencies under the Provincial People's Committee including: Department of Justice, Department of Culture, Sports and Tourism, Provincial Inspectorate, Department of Foreign Affairs, Office of the Provincial People's Committee, Provincial Economic Zone Management Board maintain and review, arrange internal organization to ensure the conditions for establishment according to regulations, associated with the implementation of Plan No. 228/KH-UBND dated December 3, 2024 of the Provincial People's Committee on implementing Inspection Conclusion No. 529/KL-TTBNV dated November 11, 2024 of the Inspectorate of the Ministry of Home Affairs; strive to reduce about 15% of the number of internal organizational units.
Maintain specialized agencies under the District People's Committee including: Department of Finance - Planning, Department of Justice, District Inspectorate, Office of the People's Council and District People's Committee.
The departments, branches and sectors under the Provincial People's Committee will merge 8 departments: Department of Planning and Investment and Department of Finance; Department of Transport and Department of Construction; Department of Natural Resources and Environment and Department of Agriculture and Rural Development; Department of Information and Communications and Department of Science and Technology. The names of the merged departments will be implemented according to the Government's decree.
Transfer the Provincial Religious Committee under the Department of Home Affairs to the Provincial Ethnic Committee, establish the Ethnic - Religious Committee. End the operation of the Department of Labor - Invalids and Social Affairs, merge and transfer the state management function of labor, salary, employment, meritorious people, occupational safety and hygiene, social insurance, gender equality to the Department of Home Affairs; transfer the state management function of vocational education to the Department of Education and Training; transfer the state management function of social protection, children, and prevention of social evils to the Department of Health; transfer the poverty reduction function to the Ethnic - Religious Committee.
For districts, towns and cities, research and propose to arrange and streamline the organizational apparatus similar to that at the provincial level. Specialized agencies under the Provincial People's Committee and District People's Committees proactively develop plans to arrange and reorganize specialized agencies under the Provincial People's Committee and District People's Committee, including public service units, according to the attached sample plan applicable to the consolidation and merger of two agencies and the sample plan applicable to the adjustment and acceptance of functions, tasks, organizational structure... between agencies.
For specialized agencies under the Provincial People's Committee, complete the project before December 31, 2024, send it to the Department of Home Affairs for appraisal, synthesis and development of the province's overall project to submit to the Party Committee of the Provincial People's Committee before January 12, 2025; People's Committees of districts, towns and cities complete the project before January 12, 2025, submit to the District People's Council for decision on establishment and reorganization after the Government issues a Decree regulating the functions of specialized agencies at the district level, replacing Decree 37/2014/ND-CP and Decree No. 108/2020/ND-CP. Strive to reduce about 15% of internal organizational units, excluding departments using shared expertise.
For public service units, the arrangement and streamlining of public service units shall be carried out according to the following principles: A public service unit can provide many public service services of the same type in order to significantly reduce the number of units, overcome overlap, dispersion, and duplication of functions and tasks; restructure or dissolve ineffective public service units, ensuring improvement of the quality of providing basic and essential public service units such as reducing the number of units of press, culture, and information and restructuring ineffective vocational training institutions...
Reorganize the apparatus and personnel in conjunction with reducing the number of civil servants and public employees and restructuring and improving the quality of the staff, civil servants and public employees, and improving the effectiveness of state management to meet the requirements of tasks in the new situation. In the immediate future, by 2026, reduce 5% of the number of civil servants and 10% of the number of career positions receiving state budget salaries according to the roadmap determined by the central government; after 2026, implement according to the central government's general policy.
Pay attention to, fully and promptly implement the regimes and policies for cadres, civil servants and public employees according to the Government's regulations and the regulations of ministries and branches, ensure that after 5 years, the arrangement of redundant cadres, civil servants and public employees must be completed and the management and use of payroll must be implemented according to the general requirements of the Politburo at the newly established agencies, organizations and units after the arrangement, from the date the competent authority approves the project.
Regarding project development, for the project of merging specialized agencies under the Provincial People's Committee, the directors of the two departments shall preside over, direct, and assign specialized departments to develop a joint project of the two departments; specialized agencies under the District People's Committee shall be assigned by the District People's Committee to implement. For the reorganization project in the form of transferring or receiving functions and tasks, the agencies transferring or receiving functions and tasks shall proactively coordinate with relevant agencies to develop the project, each agency shall implement one project.
At the conference, leaders of departments and branches highly agreed on the plan for arrangement and merger according to the central government's guidance. At the same time, it was proposed that in addition to the central government's general policy, there should be a separate policy of the province to motivate and encourage cadres and civil servants to reduce staff and surplus when arranging and merging.
In the previous period, Quang Tri province reduced 197 focal points when implementing Resolution 18-NQ/TW, exceeding the central government's regulation of 7%. Therefore, the proposed target of reducing 15% of internal focal points when rearranging and reorganizing agencies and units is calculated from the time Resolution 18-NQ/TW takes effect, because many agencies and units have strictly implemented the arrangement of internal focal points before.
Accordingly, similar specialized departments will be merged, while previously arranged specialized departments will remain the same. Some departments and branches that lack civil servant staff, when implementing the arrangement and reorganization, need to review the civil servant team with similar tasks to transfer and supplement the staff for departments and branches that lack staffing targets.
Concluding the conference, Acting Chairman of the Provincial People's Committee Ha Sy Dong agreed on the arrangement and reorganization of agencies and units under the local government sector of the province in a harmonious, non-mechanical manner, in line with reality, and highly convincing.
The spirit is that the focal points after the arrangement do not overlap, ensuring good operation. The province has proposed that the central government have a special, outstanding policy for redundant cadres and have a set of guiding criteria for the arrangement to ensure fairness, and to select talented leaders after the arrangement.
Thoroughly grasp the spirit that cadres must sacrifice for the common goal, be extremely responsible, there is no such thing as "your army, my army"; do a good job of propaganda to create high consensus and unity, not to let negativity, dissatisfaction, and discouragement when implementing the arrangement and reorganization of specialized agencies under the government at the provincial and district levels. The names of agencies and units after the arrangement and merger, transfer of functions and tasks will be implemented according to the central government's instructions.
