Transport and Construction

This morning, December 30, the People's Committee of Quang Tri province held a meeting to deploy tasks on reorganizing the apparatus of 2 departments: Transport and Construction. Vice Chairman of the Provincial People's Committee Le Duc Tien chaired the meeting.

According to the project to merge the Department of Transport and the Department of Construction, after the merger, the department will have 10 specialized departments, reducing 5/19 focal points, reaching a rate of 26.3% compared to before the arrangement. Of which, 1 specialized department and 1 public service unit with regular expenditure guaranteed by the state budget will be reduced, which is the Mobile Vehicle Weight Control Station under the Department of Transport.

Since the implementation of Resolution 18-NQ/TW of the 12th Central Committee, from 2017 to present, the two departments have reduced 3 specialized departments and 4 public service units, reaching a rate of 33.3%. Regarding the staff, there will be a reduction of 1 department director, 1 head of a specialized department, 4 heads and 4 deputy heads of public service units. Regarding the headquarters, after the merger, there will be a reduction of 1 working headquarters at 71 Ngo Quyen, Dong Ha City.

In the plan, the department's leadership structure will have 1 director and 6 deputy directors. The two units also proposed that the Party Committee of the Provincial People's Committee consider submitting to the Standing Committee of the Provincial Party Committee the assignment of work for 1 department director to ensure that it is suitable to the capacity and aspirations of the staff.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Le Duc Tien emphasized that this arrangement and organization of the apparatus will be an opportunity for the two departments to agree on the tasks that the departments have been doing concurrently. The People's Committee agreed to keep the number of staff as in the draft project and reduce 1 public service unit as proposed. For public service units implementing equitization according to the Government's roadmap, it is mandatory to do so, and the public service units proposed to be retained must clarify the basis and regulations.

The Provincial People's Committee assigned the Department of Home Affairs and its supporting teams to coordinate with the departments to complete the project to submit to the Provincial People's Committee for consideration and submit to the Provincial Party Committee Standing Committee. After receiving general instructions from the central government, the province will implement it according to the direction to ensure compliance with regulations.
