On June 6, Prime Minister Pham Minh Chinh issued an Official Dispatch on implementing solutions to ensure electricity supply in the dry season of 2023 and the coming time.
Telegram sent to the Minister of Industry and Trade; Chairman of the State Capital Management Committee at Enterprises; Chairmen of People's Committees of provinces and centrally-run cities; Chairmen and General Directors of the following corporations: Vietnam Electricity, Vietnam Oil and Gas, Vietnam Coal and Mineral Industries Group.
The dispatch stated that the severe heat and the impact of the El Nino phenomenon occurring in many places across the country recently have increased people's demand for electricity for daily life. Combined with the lack of rain in the northern provinces, the water level in hydroelectric reservoirs is very low, greatly affecting the electricity supply in the dry season of 2023.
The Prime Minister has directed in many ways from early on and from afar on ensuring electricity supply in the dry season of 2023, including absolutely not allowing power shortages to occur as well as noting specific solutions to overcome difficulties in electricity supply in recent times.
Although Vietnam Electricity Group (EVN), Vietnam Oil and Gas Group (PVN), Vietnam National Coal and Mineral Industries Group (TKV) and relevant ministries and agencies have made efforts to implement a number of urgent solutions, there have been factors that negatively affect the assurance of adequate electricity supply in the coming time, especially in the North.
Complete handling of wind and solar power projects
In the face of current difficulties in electricity supply, the Prime Minister requested the Ministry of Industry and Trade to review and carefully assess the current electricity supply situation, especially the arising factors affecting the assurance of electricity supply to enhance the effectiveness and efficiency of state management, urgently guide EVN to develop proactive scenarios to promptly respond to difficulties in electricity supply and organize implementation according to regulations. This must be completed before June 10.
Ministry of Industry and Trade Urgently complete the Prime Minister's Directive on enhancing electricity saving in the period of 2023 - 2025 and the following years under the direction of Deputy Prime Minister Tran Hong Ha. In which, focus on practical and effective solutions in the current difficult period of electricity supply, submit to the Prime Minister for signing and promulgation before June 8.
The Prime Minister also requested the Ministry of Industry and Trade to urgently complete the Prime Minister's Directive on ensuring electricity supply, coal and gas supply for electricity production in the coming time according to the direction and report to the Prime Minister before June 15.
The Ministry of Industry and Trade shall study and provide guidance on the final handling of wind power and solar power projects that have been invested in and constructed but have not met the deadline for applying the FIT price mechanism (which has expired); promptly provide guidance on negotiating electricity prices in the spirit of "harmonized benefits and shared risks" for wind power and solar power projects in the above categories according to regulations, to be completed in June.
In addition, the Prime Minister also requested to review the provisions of the law on electricity to provide guidance on investment in the transmission grid according to the approved electricity development plan, in which investment in the form of public-private partnership should be promoted during the construction process, and the Prime Minister should issue a Plan to implement the VIII Electricity Plan.
Along with that, urgently adjust the management and direction of the National Power System Control Center to the Ministry of Industry and Trade according to the regulations of the Party and the State in June 2023 and study and implement appropriate and effective policies.
Ensuring electricity supply in dry season
The State Capital Management Committee at Enterprises directed EVN, PVN, and TKV to closely and effectively coordinate in implementing solutions to ensure electricity supply in the dry season of 2023 and the following period; promptly report to the Prime Minister on issues beyond their authority.
EVN focuses on effectively mobilizing all resources, making the greatest efforts in directing and implementing synchronously and effectively solutions to ensure electricity supply; strictly implementing according to regulations and instructions of the Prime Minister and guidance of the Ministry of Industry and Trade on this issue.
EVN proactively develops flexible scenarios to respond to difficulties in electricity supply and follows the guidance of the Ministry of Industry and Trade; presides over and coordinates with ministries, branches and localities to organize implementation according to regulations.
At the same time, urgently direct and directly resolve problems at power plants, especially those in the North, to put them into operation as soon as possible; focus on effectively implementing solutions to increase electricity savings, especially in June.
TKV and PVN corporations provide enough coal and gas for power plants as requested by EVN; closely coordinate with EVN in implementing solutions to ensure electricity supply in the coming time; urgently direct the immediate resolution of incidents at power plants under their authority, and put them into operation soon in June.
The Prime Minister requested the People's Committees of provinces and cities to closely coordinate with EVN, corporations or power companies in implementing electricity saving work at the local level to achieve the highest efficiency and implementing scenarios to respond to difficulties in electricity supply in the coming time.
The Prime Minister assigned the Minister of Industry and Trade to direct the establishment of a specialized inspection team in accordance with the law on EVN's electricity management and supply from January 1, 2021 to June 1, 2023.
