The meeting focused on discussing and resolving difficulties and obstacles related to key projects in the province. According to the report, as of March 14, 2025, the Ho Chi Minh City Ring Road 3 project through Binh Duong province had recovered 77.97/79.91 hectares of land, reaching a rate of 97.57%. The area received for handover (excluding available area) is 76.461/79.91 hectares, reaching a rate of 95.7%.

Overview of the meeting

The detailed planning project at a scale of 1/500 for Tan Binh Resettlement Area, Tan Binh Ward, Di An City has been approved. The Provincial People's Committee has issued a document to deploy the resettlement work for Ring Road 3.

The Provincial Traffic Construction Investment Project Management Board is organizing the selection of a consulting contractor to adjust the Feasibility Study Report (FSR) and the environmental impact assessment report package.

Regarding the construction progress of Ring Road 3, about 26.2% of the plan has been completed. The construction unit strives to complete Binh Goi Bridge and basically complete Binh Chuan intersection by September 2, 2025. Some locations have not yet been handed over according to the plan, thus affecting the construction progress of the construction packages.

Regarding the Ring Road 4 Project, on March 8, 2025, the Provincial People's Committee issued a Decision approving component project 1 - Site clearance for Ring Road 4, Ho Chi Minh City, section from Thu Bien Bridge - Saigon River; at the same time, carrying out the procedure for preparing an environmental impact assessment of the project in parallel.

Component project 2 - Investment in construction of Ho Chi Minh City Ring Road 4 from Thu Bien Bridge - Saigon River (phase 1) under the public-private partnership (PPP) method: The Provincial People's Committee has approved the project; approved the Bidding Documents for selecting investors for the Provincial Traffic Construction Investment Project Management Board to post and organize bidding to select investors to implement the project.

Component project 3 - Investment in parallel roads and connecting roads to the Ring Road 4 Complex: The Provincial Traffic Construction Investment Project Management Board is urgently preparing investment preparation procedures.

For the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Project: The People's Committees of districts and cities are implementing steps to carry out compensation and site clearance (notification of land recovery; survey, measurement; determination of land prices).

Concluding the meeting, Provincial Party Secretary Nguyen Van Loi highly appreciated the efforts and proactiveness of departments and localities in resolving difficulties for businesses and problems related to key projects.

The Secretary requested the Department of Finance to coordinate with relevant sectors to work with districts to orientate the resolution of land price issues, and basically complete the land price appraisal work by the end of March 2025. The Provincial People's Committee speeds up the resolution and progress of projects that are still waiting for land prices.

Electricity coordinates with localities to remove difficulties and obstacles, ensuring electricity supply for production and business.

The Provincial Construction Investment Project Management Board accelerates the disbursement of investment capital for projects. Develop a detailed disbursement plan for each project and strictly comply with the disbursement plan as committed; proactively review and evaluate the disbursement capacity of each project, ensuring the disbursement of all allocated capital. Investors and People's Committees of districts and cities shall first proactively remove and resolve problems within their functions and authority; in case of problems related to sectors, proactively work specifically with functional units to promptly resolve them.
