According to the Vice Chairman of the National Assembly, the pilot establishment of a Free Trade Zone (FTA) is a great success in building a development policy for Da Nang, a highlight in Resolution No. 136, a breakthrough policy, demonstrating the city's spirit of innovation and daring to think and act.
However, this is also a very difficult task, a big challenge, a testing step, we need to do it and gain experience to continue to improve.
The Vice Chairman of the National Assembly suggested that Da Nang should focus on prioritizing resources and have policies to mobilize capital from economic sectors to invest in infrastructure, laying the foundation for attracting investment in the Trade Center.
In addition, Da Nang needs to apply maximum special mechanisms such as forming duty-free zones, implementing tax incentives and exempting and reducing land rents for investment projects in construction and business of infrastructure of functional areas in the Trade Zone, and customs incentives.
Regarding the pilot "one-stop" mechanism at the Management Board of the High-Tech Park and Da Nang Industrial Parks in the Da Nang Trade Zone, the Vice Chairman of the National Assembly said that this is a new regulation on State management authority to facilitate the settlement of investment procedures for enterprises.
"Da Nang needs to resolutely implement, clearly define processes and procedures to ensure feasibility, and avoid obstacles in implementation," he said.
The Vice Chairman of the National Assembly emphasized that the implementation of the Trade Zone is a big issue, not only economic in nature but also related to national defense, security, order, social safety, especially related to foreign factors...
"Therefore, in organizing implementation, it is necessary to clearly define the authority and responsibility of relevant individuals and organizations and have a mechanism and system for regular and periodic monitoring," said the Vice Chairman of the National Assembly.
Also according to Vice Chairman of the National Assembly Tran Quang Phuong, this is a pilot step, where we are learning from experience while doing it, so there are not many outstanding, breakthrough policies.
Therefore, during the implementation process, Da Nang needs to closely monitor, make timely assessments, proactively propose solutions to remove obstacles and other necessary policies, submit them to competent authorities for consideration and decision, contributing to perfecting policies and laws for Free Trade Zones for implementation nationwide...
