Review reports and submissions in the field of labor, war invalids and social affairs submitted to the Provincial People's Council session

This afternoon, June 20, the Ethnic Committee of the Quang Tri Provincial People's Council worked with the Department of Labor, War Invalids and Social Affairs (LD, TB & XH) of the province to review reports and proposals related to: State management and implementation of policies related to the field of LWD in mountainous areas and ethnic minority areas. The implementation status and draft on amending and supplementing a number of contents of Resolution No. 23/2022/NQ-HDND dated May 31, 2022 of the Provincial People's Council stipulating principles, criteria, and norms for allocating central budget capital and the proportion of counterpart capital of local budgets to implement the National Target Program on Sustainable Poverty Reduction for the period 2021 - 2025 in Quang Tri province.

According to the report of the Department of Labor, Invalids and Social Affairs, in the first 6 months of 2024, the unit created jobs for 1,605 workers and provided vocational training for 1,417 ethnic minorities. Timely and properly implemented preferential policies and regimes for 2,490 meritorious people and 11,498 social protection beneficiaries who are ethnic minorities.

The issuance of Resolution No. 23 of the Provincial People's Council has promptly created conditions for localities to organize implementation and bring about remarkable results. As of May 31, 2024, nearly 223.3 billion VND has been disbursed, reaching 75.58% and nearly 107.6 billion VND of public capital has been disbursed, reaching 31.44%.

The draft proposal to amend and supplement a number of contents of Resolution No. 23 of the Provincial People's Council clearly states that the Provincial People's Committee will submit to the Provincial People's Council for consideration and decision to amend and supplement Point b, Clause 1 of Sub-project 1: Developing vocational education in poor and disadvantaged areas; Section IV of Project 4: Developing vocational education and sustainable employment, specifically as follows: Allocate a maximum of 70% of the total central budget capital of the sub-project to departments, branches, public vocational education institutions, relevant units and localities to carry out vocational education activities. Allocate a minimum of 30% of the total central budget capital of the sub-project to districts to support vocational training for workers from poor households, near-poor households, and newly escaped poverty households; people living in poor districts, especially disadvantaged communes in coastal and island areas.

At the meeting, the Department of Labor, Invalids and Social Affairs analyzed and clarified a number of issues and contents that the working group was interested in. At the same time, it recommended and proposed that the Provincial People's Council consider amending and supplementing Resolution 07/2019/NQ-HDND dated July 20, 2019 regulating the level of training and fostering expenses for cadres, civil servants and public employees in the province in the direction that the subjects participating in the program are supported according to the central government's prescribed norms.

Speaking at the meeting, Deputy Head of the Ethnic Minorities Committee of the Provincial People's Council Nguyen Vinh Quyen requested the Department of Labor, Invalids and Social Affairs to continue researching to supplement and complete the reports according to regulations. At the same time, it is necessary to do a good job of preparing and developing detailed implementation plans so that when the resolutions are issued, they will enhance the effectiveness of implementation, especially the implementation of ethnic and mountainous policies.
