The project on orienting the mobilization of social capital for investment and exploitation of Chu Lai airport, developed by the Institute of Transport Strategy and Development (under the Ministry of Transport), has oriented the socialization of investment, exploitation and management of Chu Lai airport infrastructure under the PPP (public-private partnership) method.
According to the Master Plan for the development of the national airport system for the period 2021 - 2030, with a vision to 2050, Chu Lai Airport is planned for the period up to 2030 with a capacity of about 10 million passengers/year; by 2050, about 30 million passengers/year.
Therefore, the project has chosen the option following the planning orientation of Chu Lai Airport in the period of 2021 - 2030, calculating the payback period under 25 years (before 2050). This option is expected to attract investors to participate.
According to calculations by the Institute of Transport Strategy and Development, the need to mobilize capital to invest in Chu Lai Airport's infrastructure is about 11,000 billion VND; of which investment in the airport area is about 3,300 billion VND, the parking area is about 1,000 billion VND, and the civil aviation area is about 6,500 billion VND.
The investment mainly focuses on civil aviation works in the eastern area of the port, including airport area works such as synchronous investment in construction of a new runway, taxiway system, aircraft parking lot; civil aviation works such as passenger terminal with a capacity of about 10 million passengers/year, cargo terminal with a capacity of about 1.5 million tons of cargo/year...

Specifically, the Department of Construction is assigned to urgently work with the Ministry of Construction in the process of preparing, appraising, and submitting for approval the adjustment of the Chu Lai Airport Detailed Planning; striving to complete the approval in March 2025 to serve as a basis for implementing the next steps.
The "door" of goods
The implementation of the planning of the Duty Free Zone associated with Chu Lai airport is considered a premise for linking the development of Chu Lai airport and the Chu Lai port system (planned to develop into a type I port).
Currently, investors are interested in investing in and upgrading Chu Lai airport, building a new port system and access to Tam Hiep and Tam Hoa ports (500,000-ton ships), building urban areas... to synchronously develop the transportation system including aviation, maritime, port system, and logistics of Chu Lai Open Economic Zone. Thus, the duty-free zone is considered the "gateway" for goods coming and going from Chu Lai.
According to the construction zoning plan of the Duty Free Zone associated with Chu Lai Airport, which is chaired by the Management Board of Economic Zones and Industrial Parks of Quang Nam Province, the planning area is located in Nui Thanh Town, Tam Quang Commune and Tam Nghia Commune (Nui Thanh District); the East borders Chu Lai Airport; the planning scale is 223.26 hectares.
The duty-free zone includes export processing zones, export processing enterprises, bonded zones, bonded warehouses, special economic and commercial zones, and commercial and industrial zones. The buildings in the duty-free zone have modern architecture, creating an attractive destination and stopover point for Chu Lai International Airport...
According to Mr. Nguyen Hong Quang - Head of the Provincial Economic Zones and Industrial Zones Management Board, the draft planning of the Duty Free Zone associated with Chu Lai Airport with the nature of planning as a complex area of production, processing, commercial activities, and multi-functional logistics services will certainly contribute to attracting and retaining tourists, while solving jobs and increasing income for local workers.
This area is a place with preferential income tax for domestic and foreign people who directly work and do business. When invested in construction and put into operation, the duty-free zone will exploit the potential and advantages to promote Chu Lai Open Economic Zone to develop according to the plan and contribute to the socio-economic development of the province in the coming years.
Commenting on the draft zoning plan for the construction of the duty-free zone associated with Chu Lai airport, Chairman of the Vietnam Fatherland Front Committee of the province Le Tri Thanh said that "don't forget" to link the functions and zoning of the duty-free zone with Chu Lai airport, especially trade and service activities, import and export... when Chu Lai airport is identified as the international cargo transit center.
