(Baoquangngai.vn)- Prime Minister Pham Minh Chinh emphasized that the fields of science, technology, innovation, digital transformation and the implementation of Project 06 have achieved important results. However, to meet the country's sustainable development requirements, the implementation of these tasks needs to have more breakthroughs in the coming time.

On the morning of March 18, Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee on Science and Technology Development, Innovation, Digital Transformation and Project 06 (Steering Committee) chaired the first meeting of the Steering Committee.

On December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in science and technology (S&T) development, innovation and digital transformation. Immediately after the resolution was issued, the Government issued an Action Program to implement Resolution No. 57-NQ/TW. The Prime Minister decided to establish the Government Steering Committee on S&T development, innovation, digital transformation and Project 06 on the basis of merging the Steering Committee for administrative reform, the National Committee on Digital Transformation and the Working Group implementing Project 06.

In carrying out the tasks of science and technology, innovation, and national digital transformation, the Ministry of Science and Technology has focused on consulting and perfecting institutions; strengthening investment, improving infrastructure, and developing human resources; promoting digital transformation, applying science and technology, and innovation in the activities of agencies in the political system and enterprises; and at the same time, strengthening international cooperation in science and technology development, innovation, and digital transformation.

The Ministry of Public Security has focused on implementing Project 06; deploying the National Data Center and planning to integrate data from national databases and specialized databases into the center. To date, ministries and branches have completed the integration of 58/76 essential administrative procedures on the National Public Service Portal. The Ministry of Public Security has proactively reviewed and evaluated 495 administrative procedures of ministries and branches.

Currently, the Ministry of Public Security is focusing on building station infrastructure and information technology systems, putting the National Data Center into operation from August 2025; ensuring infrastructure to connect and exploit 114 national databases and specialized databases.

Administrative reform has made significant breakthroughs in institutional reform; apparatus reform; digital transformation, building e-government and digital government.

Speaking at the meeting, Prime Minister Pham Minh Chinh praised the achievements of ministries, branches and localities in developing science and technology, innovation, digital transformation and Project 06 in recent times. However, the implementation of these tasks has not yet met the country's development requirements and needs to improve quality and efficiency in the coming time. Currently, there are 37/276 tasks of Project 06, 19/63 tasks of digital transformation and many tasks on science and technology, innovation that have not been completed. Digital transformation has not developed commensurate with its potential and advantages and has not been a driving force for economic growth. Remote areas still face difficulties in accessing the Internet.

To achieve the goal of striving by 2030, Vietnam will be a developing country with modern industry, high average income and by 2045 become a developed country, high income; promote GDP growth of at least 8% in 2025 and double digits in the following years, then developing breakthroughs in science and technology, innovation and digital transformation are important solutions.

Prime Minister Pham Minh Chinh requested ministries, branches and localities to pay attention to administrative reform, science and technology development, innovation, digital transformation and Project 06, which need to be closely linked together, with people and businesses as the center and subject. In administrative reform, it is necessary to move from a passive state in receiving and handling administrative procedures to a proactive state, actively serving people and businesses.

With that perspective, ministries, branches and localities need to focus on promoting national digitalization; cutting and simplifying administrative procedures without limits, doing as much as possible; developing comprehensive digital citizens with the spirit of a streamlined apparatus, connected data, and smart governance.

To effectively implement this requirement, it is necessary to promptly remove bottlenecks and difficulties; perfect open institutions; focus on developing smooth infrastructure, promoting the development of 5G coverage, fiber optic cable systems, satellites, especially databases. Ministries, branches, localities, enterprises, and educational and training institutions focus on building and implementing human resource training plans to meet development requirements.

Prime Minister Pham Minh Chinh also pointed out three specific tasks that need to be focused on. That is, ministries, branches and localities need to focus on processing administrative documents and especially administrative procedures in the digital environment; promoting and popularizing non-cash payments, with a specific roadmap; promoting electronic tax collection, applying electronic invoices generated from cash registers, especially for food and beverage services and retail.

"Localities must urgently complete the digitization of civil status data and land data, and proactively study plans to reuse digitized data to simplify 200 administrative procedures under their authority," Prime Minister Pham Minh Chinh noted.

On this occasion, the representative of the Ministry of Science and Technology also announced Decision No. 598/QD-TTg dated March 13, 2025 of the Prime Minister on the establishment of the Government Steering Committee on Science and Technology Development, Innovation, Digital Transformation and Project 06. The establishment of the Steering Committee is based on the merger of the Government's Steering Committee for Administrative Reform, the National Committee on Digital Transformation and the Prime Minister's Working Group on Project 06 with the goal of meeting the requirements and effectively implementing Resolution No. 57-NQ/TW; creating breakthroughs in science and technology development, innovation, digital transformation and Project 06.
