According to Decision No. 1379-QDNS/TW dated July 17, 2024 of the Politburo announced by Deputy Head of the Central Organization Commission Nguyen Quang Duong, Comrade Bui Thi Minh Hoai, Politburo member, Secretary of the Party Central Committee, Head of the Central Mass Mobilization Commission, ceased participating in the Secretariat, ceased holding the position of Head of the Central Mass Mobilization Commission; was mobilized, assigned, and appointed to participate in the Party Executive Committee, the Standing Committee of the City Party Committee, and hold the position of Secretary of the Hanoi City Party Committee for the 2020-2025 term.
On behalf of the Politburo, Standing member of the Secretariat Luong Cuong presented the decision and congratulated comrade Bui Thi Minh Hoai on being entrusted by the Party with a new task.

Speaking at the conference, comrade Luong Cuong stated that the Politburo had reached a high consensus on assigning, mobilizing, and appointing comrade Bui Thi Minh Hoai to hold the position of Secretary of the Hanoi Party Committee for the 2020-2025 term.
Comrade Bui Thi Minh Hoai is a capable cadre, with basic training, extensive experience in Party building work, especially inspection and audit work, with a scientific and democratic working method, upholding principles, growing from the grassroots and having held many positions at the central and local levels.
In all positions, he always strives to excellently complete assigned tasks, making important contributions to the overall achievements of the locality, agency and unit.
Comrade Luong Cuong emphasized: "Being assigned and trusted with a new task by the Politburo, this is the recognition and evaluation of the Party and a heavy responsibility that the Party has assigned to comrade Bui Thi Minh Hoai. Therefore, comrade needs to be truly courageous, determined, strive to practice, closely follow the grassroots, quickly grasp the situation, and work together with the Executive Committee, the Standing Committee, and the Standing Committee of the City Party Committee to unite, highly unify, focus on leadership, direction, and focus on successfully implementing the Resolution of the 13th National Party Congress, the Resolution of the 17th Hanoi Party Congress".
Standing member of the Secretariat Luong Cuong believes that in her new position, Comrade Bui Thi Minh Hoai will excellently fulfill the tasks assigned by the Party and State, meeting the requirements and expectations of the Party Committee, cadres, party members and people of the Capital.
He hoped that the comrades in the Standing Committee, the Executive Committee of the Hanoi City Party Committee and leaders at all levels and sectors would continue to strengthen solidarity, unity, and share with comrade Bui Thi Minh Hoai to shoulder the common work, focus on mobilizing all resources, lead and direct the good implementation of local political tasks, and create comprehensive development in all fields.
He suggested that the City Party Committee continue to focus on leading and directing the implementation of the Central Committee's resolutions and conclusions on Party building and rectification and the political system in conjunction with studying and following Ho Chi Minh's morality, ideology and lifestyle; improving the fighting capacity of Party organizations and Party members in accordance with the spirit of Resolution No. 5 of the 13th Central Committee. The City continues to reorganize the apparatus at all levels to ensure the requirements of streamlining and effective operation; focus on building a team at all levels of the city with qualities and capacities equal to the tasks.
The Standing Secretariat also requested the city to continue to promote the spirit of initiative, dare to think, dare to do, dare to take responsibility, propose good practices, effectively promote all resources, competitive advantages, and outstanding potential of the capital. Proactively and actively coordinate in advising and concretizing the Law on the Capital (amended), and implementing the planning of the capital.
Speaking at the ceremony, comrade Bui Thi Minh Hoai expressed her honor to be assigned and appointed by the Politburo to join the Executive Committee, Standing Committee and hold the position of Secretary of the Hanoi Party Committee for the 2020-2025 term.
He expressed his deep awareness that the task assigned by the Party is both an honor and a heavy responsibility in the face of high demands for socio-economic development, ensuring national defense, security and Party building work in the capital city of Hanoi.
Comrade Bui Thi Minh Hoai affirmed that in her new position, she will make every effort, uphold the vanguard and exemplary spirit, uphold principles, together with the Standing Committee, the Party Executive Committee and the entire political system of the Capital, maintain the tradition of solidarity and unity, seize opportunities, promote collective intelligence, courage, creativity, strive to overcome difficulties and challenges, successfully organize the implementation of the Resolution of the 17th City Party Congress, contributing to the determination of the whole country to successfully implement the Resolution of the 13th National Party Congress.
